JAMMU, Apr 20: Medical Employees Federation staged a dharna at PHC Kot Bhalwal, near here today in continuation with its demands.
The protest was led by JKMEF State President Sushil Sudan and the protesting employees raised slogans in support of their demands and demanded immediate settlement of their demands.
The protesters were demanding the DPC should be cleared at par with Government Medical College/Drug & Food Control Organization on the basis of Executive Order passed by the Administrative Department till the SRO-20 (Recruitment Rules) is modified. Further all the promotions should be made strictly in accordance to the seniority, they added.
They also demanded amendment of SRO-20 which is pending since more than 15 years, permanent solution of Salary Head 2211-Family Welfare as the salary of the employees working under 2211 Head are pending for more than six months which should be released immediately, upgradation of the posts of Pharmacists as Sr. Pharmacist, Super Pharmacist, Head Pharmacist, Block Pharmacy Officers and District Pharmacy Officer, the F.T.A of Field staff (Malaria/Leprosy) be enhanced from Rs 45/- to Rs1000/- per month, Risk Allowance be given to all non Gazetted Employees working in Health and Family Welfare Department and promotion of Female Multipurpose Health Workers who are trained LHVs in New OHCs and 50% quota should be fixed for promotion as Health Educators and rank promotion should be given to FMPHWs at par with Pharmacists, Laboratory, Dental Technicians and others.
The protesters further demanded removal of pay anomalies in the pay scale of ministerial staff and other categories, Over Time Allowance to all such categories (Male/Female) be given to the employees who are performing 12 hours night duty as per Labour Laws, the posts of Ophthalmic Technicians be created at PHC levels in all Blocks, the posts of Section Officers be created in all erstwhile CMO offices and Head Assistants at Block level, creation of posts of Technical Officer in SHTO Workshop and removal of pay anomalies in pay scale of Drivers, Risk Allowance and issuance of Uniform to Field Workers working in UMCP and vacant posts under UMCP be filled up, framing of policy for regularization of employees engaged under National Health Mission/NCD/HDF besides enhancement of their remuneration and all the employees who have recently been regularized should be given the monetary benefit from the date they have been appointed in the department. enhancement of Risk Allowance in favour of X-Ray Tech @ Rs 5% of the basic pay in place of Rs 150/- and the pay scale of Junior Staff Nurses be enhanced from 4000-6000 to 5000-8000 (pre revised).
