Sir,
This is in reference to ‘Make SIC fully operational’ by Dr Raja Muzaffar Bhat (DE 6/12/2018). As J&K RTI Act 2009 has been amended by Governor ‘s administration and the provision has been incorporated wherein Governor can also constitute the Information Commission during Governors / Presidents rule , I would request the Governor Satyapal Malik to appoint Chief Information Commissioner and Information Commissioner at an earliest so that all the pending cases in State Information Commission (SIC) are disposed off.
In addition to it, I congratulate Governor and his advisors for declaring J&K a public authority. J&K Bank must be directed by the State Information Commission and Government to abide by SIC’s order to designate Public Information Officers (PIO) and start providing information to RTI applicants. The Bank must also make voluntary disclosure of information (appointments , wilful defaulters etc) under section 4 of J&K RTI Act 2009 as well through its official website
