Lt Governor reviews working of MRDAs, directs for preparing advance plans

‘Complete digitization of land record by March 2021’

Jammu, Jan 7: Lieutenant Governor, Girish Chandra Murmu today reviewed the working of Jammu and Srinagar Metropolitan Region Develop-ment Authorities (MRDAs) in a meeting at the Civil Secretariat.
BVR Subrahmanyam, Chief Secretary; Arun Kumar Mehta, Financial Commissioner; Dheeraj Gupta, Principal Secretary Housing and Urban Development Department; Sanjeev Verma, Divisional Commissioner Jammu; Sushma Chauhan, Deputy Commissioner Jammu; Kumar Rajiv Ranjan , Additional Chief Executive Officer, Metropolitan Regulatory Authority, Jammu ; Vikas Kundal, Additional Chief Executive Officer, Metropolitan Regulatory Authority, Srinagar; Tasaduq Jeelani, MD J&K Housing Board and other senior officers attended the meeting.
During the meeting, the Lt Governor sought a detailed report on proposed townships, identified housing sites and proposed Satellite Township Projects under Jammu Metropolitan Region Development Authority (JMRDA) and Srinagar Metrop-olitan Region Development Authority (SMRDA).
The Lt Governor directed the MRDAs to prepare advance plans for proper drainage & sewage system and road connectivity for proposed Housing Projects especially for those outside Municipal limits. He asked the Authorities to carry out afforestation in the proposed townships under Compensatory Afforestation Fund Management & Planning Authority (CAMPA) to increase the green cover. He further directed them to notify the members of their Governing Bodies, especially the elected representatives in consonance with the 74th Constitutional Amendment.
On land use plan, the Lt Governor directed for the detailed description of green area, Floor Area Ratio etc in the said plan. He further emphasized on ensuring the façade control in all major townships in order to preserve culture and heritage of the respective areas in the Union Territory of Jammu and Kashmir.
The Lt Governor directed that in cases where departments with land allotted for any projects have been sitting idle and no work has been initiated on such projects, notice be issued to the department and if necessary, the said land shall be reclaimed.
He further directed that a No Objection Certificate (NoC) from the Head of the Department (HoD) shall remain the necessary requirement for inter-departmental land transfers.
The meeting was informed that the cumulative Srinagar Metropolitan Region Area covered under Mater-Plans is 1130.5 Sq. Km against the notified area of 2495 Sq.Km whereas JMRDA Area covered under various Master-Plans is 875.01 Sq.Km against the notified 2216.6 Sq.Km.
On JMRDA and SMRDA Regional Plans, it was informed that a Memorandum of Understanding (MoU) has been signed with SPA and the Regional Plan is expected to be ready by 2021.
The meeting was informed that proposed Satellite Township Projects under JMRDA will be coming up in the locations like Vijaypur, adjoining AIIMS, downside of 4th Tawi Bridge Right Bank of Baddi Tawi and Majeen /Rangoora with 10,000; 20,000 and 8,000 dwelling units respectively.
Under SMRDA, proposed Townships in locations like Rakh-e-GundAkshah, Bemina, Chandpora Harwan and Lawaypora, HMT with dwelling units of 20,000; 1,300 and 11,000 respectively, will be coming up in Phase-1.
Lieutenant Governor also reviewed the progress of the digitization and computerization of Land Records in J&K under Digital India Land Records Modernization Programme (DILRMP).

For speedy completion of computerization of revenue records, the Lt Governor directed for the early completion of writing and computerization of Jamabandis and further directed the officers to club the Phase-II and Phase-III of DILRMP for the completion of the 100 % work by March 2021.
He further directed for displaying the scanned documents at Panchayat level so that the public can have access to those documents.
The Lt Governor directed the officers to ready the Data Centre of J&K by 31st March and further asked them to submit a funding proposal for the creation of Disaster Recovery Centre (DRC) making it functional before June 2020.
For effective working of newly created registration offices, the Lt Governor passed the directions for the computerization of registration process and posting of staff for the registration offices.
The meeting was informed that 90% of revenue records of Jammu and Srinagar Districts have been scanned where as 95% of the Cadastral maps (Massavis) have been scanned. Three Phased Implementation Plan of DILRMP in J&K was also briefed about during the meeting.
