Lt Governor directs updation of Recruitment Rules of all gazetted, non-gazetted services

JAMMU, Dec 28: In order to address the issues of stagnation and absence of appropriate hierarchical pyramids at various levels in the administration, the Lieutenant Governor of Union Territory of Jammu and Kashmir Girish Chandra Murmu has issued directions for updation of Recruitment Rules of all the 32 gazetted and non-gazetted services.
Official sources told EXCELSIOR that from time to time instructions were issued to all the Administrative Departments to revise the Recruitment Rules of all the gazetted and non-gazetted services under their respective control and submit proposals to the Administrative Reforms, Inspections and Trainings Department complete in all respects.
While some departments, in compliance to these instructions, updated the Recruitment Rules but majority of the departments failed to pay required attention towards this mandatory exercise.
The slack approach in this regard was notwithstanding the fact that Recruitment Rules are required to be up-dated after every five years to examine the strength and composition of cadres and take necessary reviews. Moreover, in many cases it becomes impossible to fill up the posts in view of non-availability of eligible officers/officials due to prescription of length of service resulting in stagnation at various levels and also avoidable litigations, sources said.
Recently, Lieutenant Governor of Union Territory of Jammu and Kashmir discussed the issue of updation of Recruitment Rules with the Chief Secretary BVR Subrahmanyam and issued directions for completion of this mandatory exercise in respect of all the gazetted and non-gazetted services as expeditiously as possible, sources said, adding “the Lieutenant Governor wants to make the Recruitment Rules relevant in the current scenario and to meet the felt requirements of the departments”.
Accordingly, the Chief Secretary has conveyed the directions of the Lieutenant Governor to all the Administrative Secretaries, sources said while disclosing that a Standing Committee constituted for the purpose in the ARI and Trainings Department and comprising of officers from the General Administration, Law and concerned Administrative Departments has started reviewing the Recruitment Rules for updation/amendments.
“Comprehensive review of the Recruitment Rules of all the gazetted and non-gazetted services will help in addressing the issues arising out of stagnation, absence of appropriate hierarchical pyramids at various levels, litigations, creations from time to time and creation of new posts of which method of recruitment is not prescribed”, sources said.
“Two-three meetings in a week about updation of Recruitment Rules are being convened by the ARI and Trainings Department and all out efforts are being made to complete the exercise in respect of all the departments as early as possible”, they informed, adding “the progress in updation of Recruitment Rules will be reviewed periodically by the office of the Chief Secretary and accordingly necessary information will be furnished to the Lieutenant Governor”.
They disclosed that even calendar has been finalized by the ARI and Trainings Department to conduct administrative inspections of the Government departments. “During this exercise those departments will be taken on priority which were never inspected till date”, sources said.
“The administrative inspection of the departments will help in ensuring proper maintenance of records and implementation of rules and regulations”, they said while disclosing that calendar for inspection is being finalized after a long time as earlier inspections were being conducted in an unplanned manner.
They further said, “the outcome of the administrative inspections will be shared with the Chief Secretary for the appraisal of the Lieutenant Governor and necessary instructions for corrective measures by the departments will be issued by the Chief Secretary thereafter”.
“The updation of Recruitment Rules and regular administrative inspection of the departments would go a long way in streamlining the functioning of the departments up to large extent”, sources further said.
They stressed that respective Administrative Secretaries should also pay required attention towards the instructions regarding regular inspections of subordinate units so as to bring accountability and efficiency in the functioning of the offices at various levels.
As per the instructions, Administrative Secretaries are required to conduct inspection of all Heads of the Departments and all autonomous/corporate units. Similarly, Heads of the Department/Corporate Office are required to conduct administrative inspection of all provincial level offices and provincial level officers are supposed to conduct inspection of district level offices. Moreover, the district level officers are required to conduct inspection of all block and tehsil level offices.
