Life after retirement

Sir,
This has reference to the articles on retirement by Prof Saleem Ayaz Rather and J R Aryan in Daily Excelsior sometime back. However, I would like to elaborate it further by dwelling on its two aspects which are preparation for retirement and disbursement of pensionary benefits.
A retiring  employee needs No Demand  Certificate, from Gazetted Officer as money  amounting  to Rs. 3000/- is needed to be spent   on it and  on the  top of  it, he has  to  run from  post to  pillar   for months together  to  pursue  his NDC case from  his  own office  up to  Jammu and Kashmir  State Secretariate. It is a difficult process.
On the  one hand, his date  of retirement  is  coming fast near to him and  on the  other  hand, the  stands in  different  offices  to plead his case which is an embarrassment. He is treated shabbily by the officials there.   They consider the retiring employees as the helpless and pitiable creatures. Should the retiring employees not be kept stress free as far as his pensionery benefits are concerned? So it should be made mandatory for every DDO to ensure the issuance of NDC and pensionery benefits well in time. The retiring employees should not be put under stress and strain because of these document another things. DDOs may also be authorized to issue the NDC  on the basis of surety Bonds duly attested by the Ist Class Magistrate. Pre-check of  service book and  preparation of   the pension case  of the  retiring  employee has to   be got   done by the  concerned  DDOs. Most of the   DDOs do not take as much interest as they should take.
For the disbursement of    pensionery benefits like  GPF/SLI/Cash in lieu and other arrears    there should be strict Governmental instructions and  strict administrative implementation of the same.
