LG’s Sustainable Development Fellowship

It is one thing that there should be slew of Government schemes and programme, quite another how they are implemented and what is the effective level of delivery mechanism. Conventional methods to have them reach the targeted groups cannot wholly cater to the needs and aspirations of the people thus the need arises as to how the entire delivery system and the entire structure of such programmes could be constantly improved upon so as to prove efficient, transparent and robust. Should not more of professionalism step in to ensure the desired results were fully obtained? Should not the involvement of young educated people other than in Government departments for the purpose not result in such programmes getting fairly introduced among the people besides realising utilities thereof and how they could bring about comparative transformation? Should not there be some catalytic support to the initiatives of the Government to bring about optimum gains? These are some basic requirements which apart from stereo type and conventional methods , are required to be employed by a Government that believes more in delivery and less in rhetoric.
It is heartening to note that yet another new initiative taken by Lieutenant Governor Manoj Sinha towards better delivery structure by rolling out ”Lieutenant Governor’s Sustainable Development Fellowship (LGSDF)” fully funded by the UT Government and shall initially be confined to a fixed number say 10 scholars / graduates from IIT Jammu, IIM Jammu, NIT Srinagar and other National Institutes selected every year with a tenure of 2 years extendable to 3 with the rate of fellowship of Rs.60000 per month. For this purpose, roping in and encouraging engineering , management and other graduates of the UT of Jammu and Kashmir for the said purpose was surely going to pay rich dividends. This will open opportunities for such young persons to show their professional skills as they being from premier institutes of the UT are expected to fairly know the traits to giving strength and impetus to outreach, transparency , efficiency and thus improving delivery of different Government programmes. We know there is a gap between what the objectives of a particular scheme launched by the Government are and how utilities thereof reach the people . There are various reasons for that which , however, are discussed from time to time pointed to a particular scheme but such gaps and deficiencies could be vastly narrowed down by introducing and piloting the initiative of LGSDF. It aims not only pursuing a career in developmental sector but a commitment to “giving back” to the society.
Not only that , the initiative would provide opportunity to such professionals to gain experience by such exposure through working on the ground extensively and employing analytical tools and solutions to the issues under the overall guidance of the IIT Jammu task force. We have been, many a time, suggesting that today’s problems cannot necessarily be resolved with stale and old solutions fully but require new thinking, new approach and analytical application besides a change of mindset. If new attitudes , scientific and professional solutions are felt shy of and less inclination shown to adopt those , either one must think to quit or ”fall in line”. Any programme or fresh initiative which has the intrinsic aim towards making the general public get a feel of better governance which can be possible only by a revamped delivery structure , must be adopted, accepted, implemented and consistently improved upon. These ideas may look initially utopian but ultimately would be felt as imperative with perhaps no substitutes. Hiccups, humps and setbacks could be faced initially as is wont with every new idea but that scenario , if any, in itself is a guarantee of successes in a row subsequently.
