LEH, May 13: Lieutenant Governor of Ladakh, R K Mathur interacted with the fresh batch of 2019 Kashmir Administrative Service (KAS) Probationers from Ladakh and also chaired departmental meetings at Raj Niwas today.
Addressing the KAS Probationers, the Lt Governor said that they are public servants and their focus should be the overall welfare of public and to benefit them having an empathetic understanding of their problems and to find practical solutions.
He said, “You should be a thinking bureaucrat, with one master namely the public of Ladakh.” He emphasized on having a thorough knowledge of their subjects, learn from experiences and develop abilities to deliver results in any given situation.
The Lt Governor advised them to adhere to the bureaucratic discipline and to excel in their career based on their abilities. He exhorted them to be innovative in their thinking and to make decisions based on merits of situation. He wished them good luck and good health in their public service in Ladakh at such a crucial period.
The delegation of 10 young KAS Probationers requested the LG to give them the opportunity to work both in the Secretariat and in field with different departments on a rotational basis to get exposure and gain experience for effective service delivery in future.
Meanwhile, the LG also chaired meetings of Departments of Horticulture, Cooperatives and PWD at Raj Niwas. Discussions were held on the department’s annual plan, expenditure targets and also on the implementation of decisions of earlier meetings. The meetings were attended by Advisor to LG Umang Narula, Commissioner Secretary Ladakh Rigzin Samphel, Directors and District Officers of the concern departments.
While discussing the agendas of Horticulture Department, the Lt Governor emphasized on taking innovative measures to promote cultivation of aromatic and medicinal plants on the hills across Ladakh and to focus on maximizing farmer’s income.
The meeting also discussed on area expansion under horticulture, construction of polycarbonate greenhouses, organic farming, water resource, post-harvest management and solar dryer as major projects under the proposed budget outlay for the year 2020-21. The meeting was attended by Director Horticulture Ladakh, Tarvinder Singh, Director DRDO OP Chaurasia, Chief Horticulture Officer, Leh and Senior Scientist from DRDO, Leh.
While discussing the progress of PWD, Mathur directed to clear liabilities of contractors under languishing projects within a month’s time period. He exhorted the department to gear up and initiate planning processes of new works under the budget plan of 2020-21. The meeting was attended by Chief Engineer, PWD PL Angurana and SE, PWD, Pradeep Kumar Leh.
To the Department of Cooperatives, the LG exhorted to start adequate and timely stocking of essential commodities for winters with proper planning. He directed them to work on a proposal for airlifting of vegetables in winters for public requirements. Additional Registrar Anil Koul and Deputy Registrar Leh also attended the meeting.
