LEH, Dec 15: Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retired) today met several delegations including elected representatives from Khaltse and Sumoor along with officials from Rural Development Department, representatives of Class IV employees of Leh & Kargil districts, and a physically challenged person at the LG Secretariat in Leh.
The elected representatives from Khaltse and Sumoor were led by Councillor Khaltse Lobzang Sherap and Councillor Sumoor, Rigzin Lundup and officials from Rural Development Department were led by District Panchayat Officer Leh, Junaid Amin. Deputy Commissioner Leh, Santosh Sukhadeve, was also present in the meeting.
Both Sumoor and Khaltse secured second places in the National Panchayat Awards for the appraisal year 2023-23 in a function in New Delhi on December 11 presided over by the President of India, Droupadi Murmu. Sumoor Gram Panchayat in Panamic block secured second place in Clean and Green Panchayat Award category while Khaltsi Panchayat in Khaltsi block bagged second place in Panchayat with Good Governance Award.
The DC Leh informed that the entire community of Sumoor, including the women self-help groups, worked tirelessly in the collection and segregation of waste. He informed that both the villages received cash award of Rs 75 lakhs each for securing second place.
Congratulating the people of Sumoor and Khaltse on the feat, the LG asked both Councillors, elected representatives and officials to work in close coordination with the community to ensure the cleanliness of schools and hospitals in their constituencies and focus on harnessing solar energy.
Further, the delegation comprising representatives of Class 4 employees of Leh and Kargil districts called on the LG and requested to revise the grade pay of SL-1 employees from 1300 Grade Pay to 1800 Grade Pay as per the Pay Matrix of the 7th Pay Commission. Director Finance Dr Safdar Ali, Under Secretary GAD Mohd Taqi and representatives of the Class 4th employees were present during the meeting.
The delegation stated that they have been receiving salary in pay level of SL1 which is as per the standard of the erstwhile Jammu and Kashmir state, which is not in line with the Pay Matrix of the 7th Pay Commission. The delegation also raised the issues regarding the increment and seniority issue of Class 4 employees owing to their appointment under SRO-202 of J&K State.
Meanwhile, Lobzang Toldan, a person with disability, called on the LG and requested financial assistance so that he could start his own business or provide him with a job as an outsourced person to earn his livelihood and also assist in his daughter’s studies.
The LG asked DC Leh to check the feasibility of providing financial assistance for Lobzang Toldan’s daughter’s studies and the possibility of providing him with a temporary job for his livelihood.
