Srinagar, Aug 28: Legislative Council today unanimously adopted a resolution asking the State Government to urge the Government of India to resume dialogue process with Pakistan.
The resolution was moved by the Chairman Legislative Council, Amrit Malhotra for discussion and subsequently for its approval.
The resolution also called upon the Centre to ensure the prevention of firing which has caused loss of human life and property, and also ensure peace and stability in the subcontinent in general and the State of Jammu and Kashmir in particular.
“The House resolves that the State Government must urge the Union Government to resume the process of Indo-Pak dialogue to ensure peace and stability in the sub-continent, in general and the State of Jammu and Kashmir, in particular,” Malhotra read out the resolution while passing it in the House.
“The State Government shall urge the Union Government to take effective steps for prevention of LoC and International Border firings which has caused huge loss of life and property in the affected areas,” it read.
The resolution was passed in unison with one amendment, although some Congress legislators had proposed few amendments which were not accepted by the House amid furore.
Congress MLC Ghulam Nabi Monga urged the chair to amend the resolution by adding: “The State Government must urge the Union Government to resume dialogue at appropriate time in congenial atmosphere.”
To this, NC’s MLC, Devender Singh Rana objected, saying: “I want clarification from the member what the appropriate time and congenial atmosphere is?”
On this, Monga said talks can only be held with Pakistan when there will be suitable atmosphere for it.
Monga also alleged that BJP is polarizing the issue for the upcoming Assembly elections in order to secure votes.
“We have seen when Parliamentary elections were scheduled how they polarized the situation in Kishtwar. This is all done by BJP through a conspiracy,” he said.
Monga urged Prime Minister Narendra Modi to pick the treads from where the former PM Dr Manmohan Singh left.
Another member of Congress, Naresh Kumar Gupta, who also moved his amendment on the same lines as that of Monga said unless and until there is no congenial atmosphere talks can’t be held with Pakistan.
Rafiq Shah of National Panthers Party, who also proposed his amendments in the resolution, urged the House to fulfill the commitments with the people of border areas which were made by the Government of India.
“If we go by the Constitution of J&K, it is clearly mentioned that J&K is the integral part of India and if the people in Pakistan occupied Kashmir got killed they are our own people. Either from this side or that side Kashmiris are being killed,” Shah said.
Speaking on the resolution, NC’s Khalid Najeeb Suharwardy alleged that it is all game plan of both the countries where the “match has been fixed by both of them.”
“It is a mixed match between the two countries that talks should stall,” he said.
Suharwardy said that the people in the State are “being polarized” for political gains. He said despite all the factors which were making J&K a natural part of Pakistan yet the State decided her destiny with secular India.
“Don’t push people to the wall. Time is coming when people will say two Nation theory was good, which was negated by people of J&K in 1947. ,” he said.
PDP’s Nayeem Akhtar, who also took part in the discussion, said that it is beyond the control of the people of the State and the members to stop the ceasefire violations. “This House must tell both the countries that the people of J&K are the primary stake holders and they are not ready to die. Nobody is talking about us even though we are being killed,” Akhtar said.
Another Congress legislator, B R Kundal proposed his amendment that along with
LoC, International Border should be added because the ceasefire violations are happening in RS Pura sector too.
After opposition by the NC and PDP members to the proposed amendments by Congress members the latter withdrew them. NPP’s Rafiq Shah staged walk out for not adopting his amendments in the resolution.
However, Chairman adopted Kundal’s amendment and the resolution was passed unanimously when put to vote in the House.
