JAMMU, Dec 3: A delegation of Kashmiri Pandit Sabha (KPS), Jammu led by its president, K. K. Khosa met Khurshid Ahmad Ganai, Advisor to Governor and submitted a memorandum highlighting the problems of serious concern to Kashmiri Pandits community.
K. K. Khosa informed the Advisor that administration has put the problems of displaced Kashmiri Pandits on back burner and displaced persons have been relegated to second class citizens. Even after 28 years in exile no serious effort or dialogue has been made towards rehabilitation of displaced people from Valley.
While Ganai remarked that displaced persons are perhaps least interested in return, Khosa retorted and said that all want to return but there may be reservations about methodology of rehabilitation process. Unless administration holds a dialogue with stake holders how can a rational process of return be framed. The Advisor gave a patient listening to the arguments of the delegation.
Khosa sought the attention of the Advisor towards the payment of ex-gratia relief for the burnt / damaged property. He was apprised that Rs one lakh ex-gratia was paid to some sufferers as immediate relief and no further assessment of loss has been made nor paid. Some have received no ex-gratia at all. Ganai agreed to look into the matter. Secondly Khosa showed concern over delaying tactics adopted by Government in not releasing the orders for selected displaced category candidates. To this argument Advisor promised to look into this matter urgently.
Khosa apprised Ganai that people have left their private jobs to get these jobs and are languishing here and there for last six months.
Another point raised by delegation was cumbersome voting procedure as it continues to be ant-displaced. The entire process discourages the voters and it is virtually denying the right to vote, which is a fundamental right.
Lastly Khosa also raised the issue of Temple & Shrine Bill and the encroachment of temple and private property even by Government agencies. Even court orders are not obeyed by the administration in some cases. There is urgent need to look into this issue
The Advisor recalled the efforts of P. L. Handoo in this regard in 1999. The delegation which met the Advisor included A. K. Braroo, S. L. Bagati, B. L. Tiku, J. L. Zutshi, Deepak Dhar, Kewal Sher, Rajinder Tiku, Dr. Usha Tickoo, Jatender Parimoo and Shama Handoo.
