SRINAGAR, Sept 23: The Kashmir Chamber of Commerce & Industry (KCC&I) today expressed surprise and concern following its recent removal from the list of agencies authorized to issue certificates of origin by the Director General of Foreign Trade (DGFT).
Javid Ahmad Tenga, president of KCC&I, voiced his surprise, stating that the notice issued by DGFT alleged that 32 agencies, including KCC&I, failed to respond to DGFT’s attempts to onboard them on the e-CoO platform for certificate of origin issuance despite follow-ups and reminders.
Tenga commented on the matter, saying, “The public notice astonishingly states that a trade Notice No 22/2023 dated 16-08-2023 was given to those agencies enlisted under Appendix 2 E of FTB 2023 who have still not On-Boarded on the e-CoO platform for issuance of Certificate of Origin (Non-Preferential) to complete their On-Boarding by 31st of August.”
The KCC&I refuted the contents of DGFT’s notice, asserting that they never received any communication or notification regarding onboarding on the DGFT Platform. They claim that the first notification, as per their knowledge, was issued on 19-02-2021, followed by a couple of other extension notices.
“In fact, KCCI never received any communication/notification for on-boarding on DGFT Platform. Notably, the first notification, as KCCI has now learnt, had been issued on 19-02-2021 vide notice no 42/2022-2021 followed by a couple of other extension notices,” the KCC&I stated.
The trade body expressed that it had no knowledge of the situation until they received the delisting notice, leading them to believe that their delisting had been predetermined.
According to the KCC&I, the issue has been brought to the attention of DGFT and other relevant authorities. Meanwhile, it said that the trade body is actively assisting exporters in obtaining Certificates of Origin.
