JAMMU, Jan 14: Even running from pillar to post justice still eludes candidates who had applied for the post of Senior ECG Technician in Health and Medical Education Department in 2010.
According to these hapless candidates, SSRB made advertisement of 10 posts of senior ECG Technicians in Health and Medical Education Department in Kashmir the year 2010 and the interview for the same was conducted on February 7 in 2013. Total 25 candidates appeared for interview in which only one candidate was eligible in the interview as he only was having the certificate course in ECG while others were having the diploma in X-Ray.
Later supplementary interviews were conducted on June 24, 2013 for 55 candidates and total 80 candidates were interviewed during the two interviews for five posts in open merit.
However after conducting the interviews the SSRB wrote a letter to Director Health Services, Kashmir asking it to ascertain whether the certificates of training course furnished by these candidates is equal to three months training course in ECG as specified in the notification, said the candidates.
Instead of verifying the same the Director Health Services Kashmir wrote a letter to Principal Medical College, Srinagar with reference to SSRB letter on November 30 in 2013 stating that the powers in this regard vest with State Medical Faculty of GMC Srinagar and the same is the appropriate body which can ascertain whether the training course is equivalent to three months training in ECG or not, candidates added.
They said the Principal GMC, Srinagar wrote back on January 10 in 2014 that the Department has no objection in making selection of these candidates on the basis of merit possessed by them. But much to the ill luck of these candidates the SSRB instead of publishing the selection list declared all the previous interviews null and void and published a new interview notice on June 22 in 2015 and conducted interview of 97 candidates. Later the selection list was issued on April 4 last year and a letter was written to Commissioner Secretary Health and Medical Education in this regard by SSRB.
However, the order was kept withheld seeking the bonafide certificates of selected candidates. When candidates submitted bonafide certificates the order was issued on June 6 last year by SSRB for four candidates in open merit. But after file went to Civil Secretariat, Commissioner Secretary Health and Medical Education put an objection note saying the posts fall under promotion quota and they were not for direct recruitment, said the candidates.
This shows how confused the Departmental authorities are themselves as if the posts were under promotion quota for in service employees were the authorities in the Department sleeping over six years when the exercise of recruitment was made by SSRB and file went to Civil Secretariat number of times. Why the authorities at that very time did not clarify to the candidates as well as SSRB that the posts are meant for in service employees and to be filled through promotions instead of wasting the precious time of the candidates and the Government also.
Pertinent to mention here that even after the Health and Medical Education Department created an impediment in the appointment of four candidates under open merit on the ground that the posts were filled from in service employees, SSRB issued another notification on June 30 last year re -advertising four posts in backlog under reserved category which shows the lack of coordination between various Government agencies.
These candidates in an appeal to Chief Minister, Mehbooba Mufti and Minister of Health and Medical Education Bali Bhagat have sought their immediate intervention in the matter so that they can get justice as already the six years of their precious life were lost due to official apathy.
