JAMMU, Mar 6: A delegation of Jammu University SC/ST Employees Association called on the Vice-Chancellor Professor R D Sharma in his office-chambers today and apprised him of the concerns of the Scheduled Caste and Scheduled Tribe employees in the University.
Association President R L Kaith alleged that the University of Jammu has never taken steps to implement the reservation policy for them in toto, which is evident from the seniority lists of employees issued by the Establishment Branch from time to time. In the seniority lists, the roster points meant for SC/ST candidates seem to have been occupied by the general category candidates whereas, as per the law declared by the Apex Court in this regard, the reserved posts cannot be dereserved or filled up with the general category candidates, he explained.
The Vice-Chancellor assured that a committee would be constituted which would monitor all the seniority lists and remove the discrepancies, if any, therein.
Kaith further said that the Standing Committee for ensuring effective implementation of the policies and programmes of the Government in respect of Scheduled Castes and Scheduled Tribes did not meet since 10.08.1990. The Vice-Chancellor asked the Assistant Registrar (Estab) P P Sharma to place before him the past record so as to enable him to constitute a fresh standing committee for SC/ST for the purpose.
The Vice-Chancellor also invited a comprehensive proposal for representation of SC/ST in the bodies like University Council, Syndicate, Academic Council, Selection Committee etc by effecting necessary amendment in the University Act.
The Association members, who met the VC, included Surinder Kumar Shavotra, Surjeet Singh Heer, Om Parkash, Sukhdev Bhagat, B R  Angral, Kunj Lal Bhagat, Vijay Kumar, Shahnaz Akhter, Neeal Bhagat and Champa Bhagat.
