Joint Committee of Centre, State to work out roadmap

*Govt to shortly identify posts for Kashmiri migrants

JAMMU, Dec 2: State Government has decided to immediately approach the Union Government for constitution of a joint committee for working out the roadmap for final settlement of families from PoK and Chhamb, for which an amount of Rs 2000 crore has been earmarked under the recently announced Prime Minister’s Special Package.
Official sources told EXCELSIOR that State Cabinet today accepted the report of the Cabinet Sub-Committee regarding implementation of the Relief, Rehabilitation and Reconstruction Plan for Jammu and Kashmir.
The Cabinet Sub-Committee was constituted vide Government Order No.1487-GAD dated November 27, 2015 with Deputy Chief Minister, Dr Nirmal Singh as its head. The members of this committee were Minister for Relief and Rehabilitation, Basharat Bukhari, Minister for Irrigation and Flood Control, Sukhnandan Kumar and Minister for Finance, Dr Haseeb A Drabu.
The mandate of the Cabinet Sub-Committee was to make detailed recommendations for implementation of rehabilitation package for the settlement of families from PoK and Chhamb, rehabilitation package for Jammu migrants and road-map for jobs to additional 3000 Kashmiri migrants.
Stating that the Cabinet has accepted the report of the Sub-Committee, sources said that as recommended by the Committee, the State Government would shortly request the Union Government to finalize the amount to be disbursed to each family from PoK and Chhamb.
“The State Government is also going to ask the Centre to constitute a committee under the chairmanship of Union Home Secretary with Chief Secretary of J&K and Commissioner/ Secretary, Relief and Rehabilitation Department J&K as its members for working out roadmap for the final settlement”, sources said.
In the meantime, the State will initiate steps through Revenue Department for identification and verification of the beneficiaries and generation of a sound database for disbursement. After completion of this exercise, the Revenue Department will pass on entire data to the Relief and Rehabilitation Department for further action.
About the Jammu migrants, the Cabinet Sub-Committee has decided that the implementation will immediately commence once the sanction from the Government of India is received.
It has already been decided that Jammu migrants will be treated at par with Kashmiri migrants and they would be given Rs 2500 per month per head to a maximum of Rs 10,000 per family instead of Rs 400 per month per head to a maximum of Rs 1600 per family.
As far as jobs to additional 3000 Kashmiri migrants are concerned, the Cabinet has endorsed the report of the Sub-Committee whereby certain points have been suggested for working out roadmap for creation of 3000 supernumerary additional jobs for the Kashmiri migrants.
“The roadmap would be worked out on the basis of requirement of posts by various State Government departments, identification of posts on Divisional/District basis proportionate to the district wise population as on December 1, 2015 of the migrants”, sources said, adding “it has also been decided that the modalities for creation of additional posts will be worked out after examining the earlier roadmap”.
