Joint Action Committee appeals Govt to implement HC judgment against reservation in promotion

JAMMU, Oct 21: Joint Action Committee representing general categories requested the Government not to get bogged down or blackmailed due to pressure tactics of the vested elements and disgruntled politicians and implement the judgment of the Division Bench of the High Court against reservation in the promotion.
Addressing a joint press conference, the members of the Committee namely Narayan Singh, President, Shri Amar Kshatriya Rajput Sabha, Vinod Kumar Gupta, President, Jammu Central Mahajan Sabha, Ved Parkash Sharma, President, Dogra Brahmin Pratinidhi Sabha, Diwan Chand Bansal, President, Aggarwal Sabha, Prashant Puri, President, Jammu Youth Khatri Sabha, Kamal Chowdhary, President, Jat Kalyan Sabha and Gajan Singh, general secretary, Sikh Welfare Society urged the Government to implement the HC order in letter and spirit at the earliest so that the era of injustice with the general categories comes to an end.
They further urged the Government not to allow the officials, whose promotion orders have been quashed, to illegally occupy the posts. By implementing this judgment the Government would not only honour the orders of the judiciary, held in high esteem by every Indian, but would also cement the  faith of the masses in the Government, they stated.
The committee members informed that over the last quarter of a century the reservation in promotion rule has deprived the general category incumbents of their constitutional right of equal opportunity in advancement of their careers even after getting  appointed on merit, as by dint of this rule, reserved category incumbents who are on the one hand appointed by relaxation of standards, were being further promoted ahead of their senior general category  incumbents on fast track, leaving   general category incumbents to suffer the mental agony, frustration and helplessness.
They added that although the policy of reservation was meant to ensure specified quota of reserved categories incumbents but a situation had arisen when the percentage of reserved categories reached more than 50 per cent against the maximum of 31 per cent provided by the J&K Reservation Rules and was further increasing, resulting in what is known as “Reverse Discrimination”.
The Committee members also conveyed dismay over the false and malicious propaganda being done by certain politicians and organizations and warned them to stay away from misleading the masses through divisive propaganda.
