‘Puts an end to commission culture’

JAMMU, May 10: The two -day Executive Committee meeting of Jammu Municipal Corporation (JMC) chaired by Mayor, Rajinder Sharma concluded today and unlike earlier brief meetings, discussions in the meeting went for eight long hours.
In an unprecedented development the Mayor voiced for respectful disposal of mortal remains of the dead animals and said that soon the Urban Local Body will establish an animal crematorium which is very rare in the country.
There were deliberations on almost all the vital issues in meeting and consensus was reached on Central Purchase Committee (CPC) in the JMC for procuring things.
“Earlier the individual department used to purchase things of need on their own and moved the particular concerned files but now whatever is to be purchased by any Department of JMC shall be routed through the CPC which shall buy the same thereby putting an end to the authority of individual departments to make procurements worth crores of rupees involving nepotism and commission culture,” Mayor said.
He also said that the CPC shall have four members including the one heading it and the head shall not be the JMC Commissioner.
Rajinder Sharma also said that now accountability shall be fixed in purchases for the JMC.
“The Commissioner shall only release funds required for making purchases by the CPC,” he continued.
The Mayor further said though JMC removed 6000 hoardings from poles across the city for which Rs. 5 per sq. ft. was charged as rent per day.
“If a hoarding was just of 2ft by 3 ft then it would have fetched Rs. 30 as revenue for a day and in this way revenue for 6000 hoarding for 365 days which went to six crore and 57 lacks was swindled,” Sharma said.
Showing his serious concern over the issue he said that where this whooping amount has gone for all the years.
“What the Commissioner was doing on this and why it was not so far found that who was taking all this money,” the Mayor continued adding that the delinquents involved in this shall be exposed without any delay.
He lauded the role of Enforcement and Revenue Joint Commissioners and Deputy Commissioner North.
He said that though hoardings have been removed now, the JMC shall focus on main big hoardings to increase its revenue.
He also said that NBCC has so far worked in irresponsible manner and this issue shall be taken up with Commissioner Secretary, Ministry of Housing and Urban Development for action against the delinquent officials.
