JKPSC’s credibility at stake

Prof. Ravinder Chadha
The released selection lists of candidates for various posts, conduct of examination, (especially K.A.S) carried out by J&K Public Service Commission have created a lot of controversies as people of Jammu and Ladakh regions have started casting aspersions on it for acting biased to them. This is not the first time that the commission has come under fire over the issue of regional bias, favouritism and nepotism but the flames are quite high this time to extinguish. If we carefully make critical analysis of the selection lists, then observations clearly indicate something fishy and mysterious in the selection process. How the candidates of one region, who have teaching experience of eight or nine years, turn out to be sub-standard in interviews? How the candidates of one region who have secured distinctions in post graduation could not surpass the cut-off line in state Eligibility Test for the posts of Assistant Professors? How are unqualified candidates allowed to appear in interviews and make their mark in the selection list? Why answer keys are not shown to the students. Instead of holding inquiry by some prominent agency to come clean, why commission is in so hurry to conduct K.A.S mains examinations by including 429 more candidates. Cannot it wait for the decision of the court for other petitioners?
Transparency is needed to be the sole criterion of the commission because it is to define the fate of the youth who ultimately have to define and shape the future of this still backward state. Therefore, commission is expected to act in quite unbiased and conscientious manner as it is assigned with a sacred and responsible job of selecting the best brains with high degree of potential and skills to deliver in their respective jobs to take this state forward. If average candidates with less innovative skills are selected then we can only be sorry for ourselves.
Ever now and then we listen  Governor N.N. Vohra and Chief Minister Mehbooba Mufti exhorting youth to develop capabilities and potentialities to take this state to new heights. So it is desirable of them to ensure that meritorious students get their due share in services.
Govt need to realize that the state is passing through period of turmoil where one region is already in the grip of stone pelters, unemployed as well as employed, pelting stones on security forces and separatists sowing seeds of hatred towards nation, can it afford to let youth of other region to get exploited and take anti Government or anti India stance for the alleged discriminations they are meeting out in their selections.
The Government claims system becoming more open and transparent, but very often, one listens cases of paper leakages, mass scale copying and corruption from many parts of the country. For political class, this seems to be no issue for the reasons well known to them, as is evident from its response. No legislator from ruling or opposition dispensation has supported this cause of youth in public. However, some leaders did show their concern, but they do not matter. No prominent leader wants debate on this serious issue, may be it will expose the nexus where some so called noble persons can also be tapped. Instead of holding C.B.I or S.I.T inquiries to find out the truth, why do they prefer to silence the voice of the youth. Snatching the right of meritorious students at the behest of politicians, bureaucrats or influential persons is not a simple crime but a big assault on the lives of youth whose future dreams are smothered. This not only spoils the career of the youth but also hampers the progress of the nation as a whole due to induction of undeserving sub-standard youth in the services. Moreover, it leads the youth to adopt destructive path out of frustration.
Government may be loathe to recognize the malfunctioning of the commission because of nomination of some undeserving and pliable persons in it. Govt nominates a person to the commission after he renders 30-35 years of service in particular department, why does Govt not act in a transparent manner by displaying the profile of their impeccable records of service and contributions made by them in various fields. Better the procedure for nomination of members to P.S.C,Human rights and other commissions need to be reformed with the formation of committee, comprising of prominent citizens with exempalary track record and unchallengeable integrity, to suggest the names of contenders for different commissions to the Govt for making final nominations.
This is an conscientious issue which needs to be resolved by doing pure soul searching, the person who gets nominated to any commission, does have sufficient finance earned from service benefits, to lead a comfortable life. Already he or she attains nearly sixty years of age before coming into commission, he or she needs peace and tranquility of mind at this age which can only be derived by extending selfless and pure service to the society i.e selecting right candidate for particular job.
If they indulge in wrong doings under pressure or for material gains and do not show their sagacity to discern between wrong and right choice or act as mute spectators and give blind eyes to wrong doings, then they will be sorry for their selves, if people do not salute them after attaining the age of superannuation. So, to uphold their dignity and prestige it is better for them to recommend installation of C.C.TV cameras in the examination as well as interview centers which would help members to show the real performance and evaluation of the candidates. This will beyond doubt establish the high credibility of the commission and all unwanted controversies and mudslinging at it would automatically die down.
