JAMMU, Dec 10: Jammu and Kashmir Nationalist Movement (JKNM) in a meeting here today held to respond to the State Cabinet’s approval to the modification in PM’s Relief Package alleged that Government is not serious and sincere for restitution and retention of displaced community in the Kashmir Valley.
The meeting which was chaired by Dr K N Pandita chairman JKNM said in spite of the Standing Committee on Home Affairs 137 report, that demographic change has taken place in the aftermath of ethnic cleansing and mass exodus of Kashmiri Pandits from the Valley, the composite culture is eroded. The Government has not taken any cognizance of this important statement. The members were of the view that Government has actually failed to create an environment as rightly reflected in the DRPS 169th report.
While welcoming doing away with 1997 cut off line, JKNM nevertheless rejected the push back proposal of rehabilitation in clusters or to their respective district headquarters.
Taking the ground realities into account any truncated formula of rehabilitation is retrograde because it does not address the security, social, educational and economic concerns of the IDPs, thye meeting said. Above all, the package ignores binding the Government to ensuring safety of the displaced persons, their human rights, political empowerment, and inherent dignity and guarantee to fundamental rights, it added.
The members were unanimous that the said proposal is prone to refoulment and construction of transit accommodations is a bureaucratic hunch to exhaust state exchequer.
JKNM strongly demanded that a centrally monitoring agency be appointed to monitor all financial expenditures incurred in the name of relief to IDPs.
To end misgivings and to create congenial atmosphere in Kashmir Truth and Reconciliation commission be constituted, it added.
It further demanded that the PM’s Package be modified in the light of feed back report of interlocutors headed by Dilip Padgonkar recommending rehabilitation of all internally displaced persons from Kashmir in concentrated and comprehensive living, their non refoulment, recognition of their specific identity, and their political empowerment with viable means of sustenance.
It said the Twin/ Satellite City ‘Nav Srinagar’ plan given by JKNM and endorsed by the team interlocutors is the most viable and pragmatic option of rehabilitating all the displaced persons back in the valley. This module serves the interests of all stakeholders.
