JAMMU, Jan 6: The Jammu & Kashmir Judicial Academy (JKJA) today organised a comprehensive day-long sensitization program at Judicial Academy, Janipur Jammu.
In collaboration with the Registration Department, J&K Government, the event aimed to refine the skills and knowledge of Registrars/Sub-Registrars in Jammu Province, fostering efficiency and citizen-centricity in their statutory duties.

As per a statement, the inauguration of the program was graced by the presence of Justice Sanjeev Kumar, Judge, High Court of J&K and Ladakh, and Chairperson of the Governing Committee for J&K Judicial Academy.
Justice Rahul Bharti, Judge, High Court of J&K, Ladakh, Member of the Governing Committee for J&K Judicial Academy, Achal Sethi, Secretary to Government Department of Law Justice & Parliamentary Affairs, J&K, and Sheikh Arshad Ayub, Inspector General of Registration, Government of J&K were also present.
Sajad Hussain Ganai, AIGR Kashmir, and Mansoor Aslam Choudhary, AIGR Jammu, added to the distinguished gathering.
Resource persons for the training program were Pawan Dev Kotwal, former District & Sessions Judge and President, District Consumer Commission, Jammu, and MS Parihar, former District & Sessions Judge and President, District Consumer Commission, Kathua.
Justice Sanjeev Kumar, in his inaugural address, stressed the importance of training officers vested with powers under the Registration Act, 1908. He commended the Registration Department for technological advancements, enhancing efficiency in registration processes across J&K.
Justice Rahul Bharti highlighted the historical connection of registration with the judiciary and emphasized the need for timely completion of the time-bound registration process. Achal Sethi acknowledged the Academy’s role in facilitating the smooth transition of document registration from the judiciary to the executive.
Sheikh Arshad Ayub shared the evolution of registration practices since 2019, urging Registering Officers to work tirelessly with a citizen-centric attitude. He provided insights into the National Generic Document Registration System (NGDRS) and initiatives to streamline document registration.
Yash Paul Bourney, Director of J&K Judicial Academy, underscored the importance of such programs in disseminating legal information to the public. He emphasized the need for proper record maintenance to prevent fraud and the importance of sensitizing Registering Officers when entrusting them with powers.
Resource persons provided an overview of the Registration Act, Stamp Act, and procedural details for Registering Officers. Uniformity in approach, precautions, and discussions on stamp duty, registration fees, and exemptions were covered.
Interactive sessions addressed queries, ensuring a valuable learning experience for the participants.
The participants expressed gratitude for the insightful training program, acknowledging its value in enhancing their skills and knowledge.
