JAMMU, Nov 13: The Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) today met the Principal Secretary, Power Development Department (PDD) Rohit Kansal and discussed the issues of the Power employees.
The delegation apprised Principal Secretary of the long pending burning issues of the Power employees. The delegation informed him about the large number of posts which are lying unfilled in the hierarchy of the PDD. It is pertinent to mention that one post of Managing Director to be filled from engineering cadre is lying vacant after retirement of last incumbent in August 2020, seven vacancies of Chief Engineers (CEs), 10 posts of Superintending Engineers (SEs), 38 posts of Executive Engineers, 103 posts of Assistant Executive Engineers (AEEs) and lot of vacancies of Assistant Engineers/ JEs are also lying vacant.
The members also informed that the regularization of engineers had been mandated by SAC in its meeting on October 22, 2019 and directed the proposal for regular promotions on fast track at departmental level without referring to Public Service Commission as one-time exemption and whole process was supposed to be completed within 02 months by Nov 30, 2019. The process needs to be expedited in order to boost morale of engineers.
The delegation also informed that at present salary of the staff is met out of “Grant-in-Aid” from Government and same is being regulated on advance drawl basis at Secretariat level. This procedure seems a bit ineffective as final settlement of expenditure accounts throughout the J&K is still pending from the date of emergence of corporations and this process has also diluted the efficacy of remitting serving employees monthly contribution/subscription towards different schemes.
The delegation also urged the Kansal to regulate the transfers in the Corporations and create a transparent transfer policy so that common employee feels that rules and regulations are being followed while effecting transfers. The delegation also sought the inclusion of PDD employees in the COVID-19 insurance cover.
The Principal Secretary gave patient hearing to all the issues and promised early their early redressal.
