JAMMU, Feb 12: The Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) today expressed strong resentment over the flouting of seniority rules in JKSPDC.
In a meeting of the Association held here today under chairmanship of Sachin Tickoo, general secretary, the members expressed resentment over the flouting of the seniority rules in the orders issued by Executive Director, Jammu Kashmir State Power Development Corporation.
The members decried the way shortcut way has been adopted by the Executive Director JKSPDC while assigning the charge of the Drawing and Disbursing officers i.e. Executive Engineers to I/c Assistant Executive Engineers without due approval of the competent authority which in the case of JKSPDC is Chairman of JKSPDC who happens to be Baseer Ahmed Khan, Advisior to the Lt Governor.
The action on part of the Executive Director JKPSDC operating under the administrative control of Managing Director JKSPDC has taken aback the Assistant Executive Engineer cadre of Power Development Department who after placement as I/C Executive Engineers are supposed to Man these posts on deputation basis as per the seniority maintained by the Administrative department and have been waiting for their turn. If at all there is an exigency and in the interest of Govt works the seniority list maintained by the JKPDD Administrative department should be operated upon to give any charge in JKSPDC by none other than JKPDD Administrative department. This shortcut adopted by JKSPDC could create litigations and disputes in regularization process in future.
Moreover, even at the level of Assistant Executive Engineers and Assistant Engineers such process in JKPSDC is being pushed by vested interests and those recruited in 2011 as Junior Engineers by JKPSDC are eyeing the positions of Assistant Executive Engineers, whereas Junior Engineers of 2009 batch recruited through SSRB by PDD Administrative department are yet to be placed as Assistant Engineers.
The Administrative department needs to step in and rescind the orders issued by the Managing Director JKPSDC, they maintained. They also sought intervention of Advisor and Principal secretary PDD into the matter.
