JAMMU, Feb 8: The Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) today led by Sachin Tickoo, general secretary along with Ashok Kumar Dubey, vice president, MP Singh, Provincial secretary, Rajeshwar Jamwal, Provincial publicity secretary, Yash Paul, organising secretary, Vipul Sharma treasurer called on Nasib Singh, Managing Director JPDCL/JKPTCL PDD Jammu.
The delegation apprised Managing Director of the important points related to work scenario of the field staff that had been projected for immediate redressal which were pre-requisite for bringing in turnaround of JPDCL. However, despite lapse of considerable time since incorporation of the Corporations, there has been no reforms in respect of the working of the Corporations and the restructuring as promised in the unbundling of the department.
It was pointed out that the assets being managed by the JPDCL are enormous and the staff constraints are very well known to the management. The reorganization committee report at time of unbundling into Corporations had called for creation of Divisions, Sub Divisions and accordingly increase in manpower down the line. A a meeting of Board of Directors JPDCL/JKPTCL should be convened urgently and recommend the creation proposals strongly at the level of Junior Engineers.
The annual maintenance contracts at the Circle levels instead of the Division level empanelment’s should be invited with detailed modalities as existing in neighboring states so that reliable contractors having rich experience of the Distribution field participate and works of emergent restorations are handled in most professional manner. A new receiving stations and LT/HT lines have been added since last few years and there is acute shortage of manpower to manage them 24×7.
They sought a transparent policy in JPDCL from top to bottom, giving a fair chance to every employee to perform and deliver being a revenue driven corporation. A comprehensive shuffling of the employees associated with meter reading, bill distribution and the feeder managers should be prepared. A buffer stock of the minor spares which are essential in emergency restorations should be procured and made available to the Divisions. A number of vacancies at the level of Executive Engineers are vacant be filled up without any delay. The staff be regularized as per SRO-381 of PDD of 1981 at an earliest as consecutively DPCs are being deferred on one pretext or other.
