J&K seeks return of 7 senior IPS officers from deputation

More seek nod to proceed to New Delhi
Centre ready to relieve 3; CBI, NIA reluctant

JAMMU, May 28: The State Government has sought return of at least seven IPS officers of Jammu and Kashmir cadre especially those in the rank of IGP and DIGs due to shortage of this rank officers in the State and request from some more officers to proceed on the Central deputation.
Official sources told the Excelsior that this was a rare occasion when 20 senior IPS officers of Jammu and Kashmir cadre were on Central deputation, many of them with National Investigation Agency (NIA) and Central Bureau of Investigations (CBI), which were reluctant to release them even if they have completed tenure of their deputation as either they were associated with investigations of very important cases or were part of Supreme Court-monitored probe committees.
However, according to sources, the Central Government was not averse to relieve five IPS officers from the Central deputation to meet requirements of Jammu and Kashmir Government, which was facing shortage of officers in the rank of IGP and DIGs. At one point of time, the State Government had to give charge of two Zones to one DIG till couple of them returned from the Central deputation while the State promoted some others as Incharge DIGs before completion of their mandatory service to become eligible for the post.
Still, IPS officer Bhim Sen Tooty, DIG Doda-Ramban range, has been holding additional charge of the post of DIG Udhampur-Reasi Range due to shortage of the officers in the rank of DIG. The charge of Jammu-Kathua and Rajouri-Poonch range was also held by one officer till recently when Sujit Kumar was recalled from the Central deputation by the State Government and posted as DIG Jammu-Samba-Kathua range.
The Central Government has relieved 1993 batch IPS officer of Jammu and Kashmir cadre, Deepak Kumar and Vijay Kumar, a 1997 batch officer. Deepak is in the rank of Additional DGP in J&K and was posted as ADGP Chief Vigilance Officer (CVO) in HEC Limited Ranchi while Vijay Kumar is in the rank of IGP and was posted as IG CRPF in New Delhi.
After return of DIG Sujit Kumar from the Central deputation, the State Government has also sought return of Keshav Ram Chaurasia, a 2003 batch IPS officer of Jammu and Kashmir cadre from the Centre, where he is presently posted as DIG CBI. However, according to sources, the CBI has refused to release Chaurasia on the ground that he was part of a Supreme Court-monitored investigation panel.
With IGP Kashmir Swayam Prakash Pani, an IPS officer of 2000 batch also seeking the Central deputation, the Government has already sought return of two officers in the rank of IGP posted with the Union Government.
“Focus of the State Government was more on the officers on the Central deputation in the rank of DIGs and IGPs,” sources pointed out and said in rest of the ranks, Jammu and Kashmir has enough officers.
The State Government is, however, confident that the Centre would concede its request shortly and return some of the IPS officers from the Central deputation especially those who have completed their tenure of deputation.
Nearly 20 senior IPS officers of Jammu and Kashmir cadre are presently on Central deputation.
They included Navin Aggarwal (1986 batch), posted as Chief Executive Officer-cum-Director General NADA, New Delhi and SM Sahai (1987 batch), DGP posted as Joint Secretary in NSCS New Delhi, Lalat Indu Mohanty, Additional DGP, posted as IG BSF New Delhi, Rashmi Ranjan Swain, Additional DGP on deputation with Government of India, Hemant Kumar Lohia, Additional DGP posted with BSF and Pankaj Saxena, Additional DGP also on deputation with the Government of India.
Officers in the rank of IGP from J&K cadre, who are on Central deputation are SS Khandare, posted in Central Industrial Security Force (CISF), Rajesh Kumar, posted with CRPF, T Namgayal, posted in SPG, Mukesh Singh with NIA, Sunil Kumar with BSF, Viplov Kumar with NIA, Gareeb Dass, posted as Director Vigilance in Railways and Nitish Kumar, posted as IGP in Cabinet Secretariat.
DIG on Central deputation is Keshav Ram Chaurasia, posted with CBI.
Other IPS officers on deputation with the Centre included Abdul Jabbar (Intelligence Bureau) and Udhay Bhaskar Billa, posted in Andhra Pradesh.
