JAMMU, May 10: Joint Action Committee (JAC) of General Category as well as Jammu Kashmir General Category Welfare Forum (JKGCWF) has cautioned the Government of India on bringing Constitutional Amendment Bill on reservation in promotions.
In a marathon meeting of its district units held here today at Brahmana Sabha Jammu under the leadership of Ved Prakash Sharma (convener and president of Brahman Sabha), the speakers which included Narayan Singh, president, Rajput Sabha, Syed Shamim, president, JKGCWF and Anil Gour, Secretary {Org}, JAC discussed recent developments on the subject of Reservation in Promotions.
The meeting deliberated on the recent report submitted by Department of Personnel and Training (DoPT) to Prime Minister on the issue of Reservation in Promotions. The report submitted by DoPT has suggested for bringing in the Constitutional Amendment Bill to nullify the judgments of the Supreme Court on the issue of granting Reservations in Promotions.
The meeting said that Supreme Court since 1992 has been directing that Reservation in Promotions is unconstitutional and illegal and J&K High Court has also held in its historic judgement that Reservation in Promotions Rules are unconstitutional and quashed the Section 6 of the Reservation Act 2004 abnitio. Moreover, the Supreme Court didn’t stay with the judgement of the High court and passed an order of “status quo”.
Ved Prakash Sharma intimated to the members to be prepared for final battle as the Center was planning to bring a Constitutional Amendment Bill in the Parliament to negate the judgments passed by Supreme Court in the matter. He vociferously appealed the members to take the message to the MLAs and MPs of BJP to refrain from bringing in this amendment bill.
Narayan Singh strongly condemned the stand of DoPT and urged Dr Jitendra Singh to review the stand and allow the rule of law and justice to prevail failing which the general category people not only in Jammu Kashmir but all over India will throw the present Government out of power.
