Indus Water Treaty between Indian and Pakistan was signed way back in 1960 under the aegis of World Bank. Ever since the IWT Commission has met no fewer than 112 times to resolve differences or disputes in connection with the treaty and these were resolved. The Commission will be meeting this year in Pakistan. India will participate in the meeting. Various circles are raising the question why India should participate in the meeting and should not boycott it in the light of continued terrorist attacks in J&K. We think that it would be good statesmanship if India decides to participate in the meet and put forward its point of view. War against terrorism is a different matter and has nothing to do with water dispute. There was no militancy prior to it upsurge in 1990 and India continue participating in the meeting of the Commission. We have some important questions to raise in the meeting and we should not miss his chance of putting forth our point of view. Prime Minister has clearly said that India will not participate in any bilateral talk for resolving long standing issues unless terrorist structure in Pakistan is pulled down. This is a sort of ban imposed on terrorism-related talks or political talks. We hope India seizes the opportunity and puts forth her point of view in the meeting of the Commission.
