JAMMU, Dec 12: In a significant move towards efficiency, Jammu and Kashmir Government has asked the Administrative Departments to handle those cases of compassionate appointments (SRO-43) internally which don’t require intervention of the General Administration Department (GAD).
In February 2023, the General Administration Department issued instructions to all the Administrative Departments, urging them to expedite the submission of pending cases of compassionate appointments.
The directive specially targeted cases falling within the competence of the Administrative Department or Head of the Department (HoD), where no relaxation in age/qualification is required, and the posts are available within the departments.
Accordingly, Administrative Departments are now empowered to handle such cases internally, without the need for referral to the General Administrative Department.
This streamlined approach aimed at eliminating unnecessary bureaucracy in cases that, in normal circumstances, don’t require intervention from the GAD.
The new protocol directed that the Administrative Departments should promptly settle pending cases of compassionate appointment at their own level. This involves thorough due diligence and adherence to all codal formalities as outlined in SRO-43/1994 and relevant legal provisions.
To ensure transparency and oversight, the Administrative Departments, have been, as such, instructed to submit fortnightly compliance reports to the General Administration Department. These reports should detail the number of cases settled, allowing Chief Secretary’s review.
