Insps, SIs, POs, DySPs facing pay anomaly in J&K Police

JAMMU, Oct 17: Many Non-Gazetted officers in the J&K Police department including Sub Inspectors, Inspectors, Prosecuting Officers besides GOs/DySPs (Own pay and grade) are facing pay anomaly/ disparity and struggling for injustice since long.
The aggrieved police officers told the `Excelsior’ that in a communication to the Lt Governor recently it was submitted that the Chairman of the Pay Anomaly Committee, the then ADGP Security has submitted a proposal for the solution of pay anomalies in respect of the uniformed services up to the rank of Sub Inspectors, Inspectors, Prosecution Officers/ DySPs own pay and grade/ DySP confirmed of J&K Police wings. It was proposed that an officer of the rank of Inspector which is the highest post of the Non-Gazetted rank in the Police Deptt would be previously equated in terms of pay scales with a Section Officer/Sr Stenographer/ Asstt Accounts Officers in the Civil Administration notwithstanding the challenges being faced in maintaining public order and investigations.
It was further submitted that pay of SOs/ Sr Stenographers/ AAOs, rather than an Inspector, was revised from Rs 2000-60-2300-EB-75-3200 to 6500-200-10500 during the implementation of 5th Pay revision from Jan 1996, while the Pay of Section Officer / AAOs/ Sr Stenographer in Civil Secretariat was upgraded from Rs 2000 -60-2300-EB-75-3200 to 7450-225-11500 vide SRO 259 dated 18-7-2007 w.e.f. 1-1-1996 notionally and monitory benefits with effect from 19-2-2003 but the Inspectors in J&K Police was not upgraded thereby resulting a great disparity between these posts which were higher to equal in terms of pay structure. The disparity continued through out the years and was not set right even at the time of implementation of 6th Pay revision with effect from 01-01-2006, where under the pay of SO was fixed as 9300-34800 with GP of 4600 while of an Inspector was fixed as 9300-34800 with GP of 4280 and in situ promotion GP as Rs 4300 instead of Rs 4800.
This pay anomaly has not only created disparity between inter-departmental posts but will continue further if not redressed before next pay commission recommendation. Even during Budget session of 2018 the then Finance Minister, Haseeb Drabu had also assured on the floor of the House to remove pay disparity among GOs and NGOs in Police before 7th Pay Commission. The disparity up to Head Constable level has been removed but above that it still persists. They also referred to the anomaly in respect of ration money allowance and holiday pay for two and half days. The aggrieved officers urged upon the Lt Governor and Chief Secretary to remove this disparity in the pay grades of the Police officers.
