Inchargeism in Education Department

It has reference to the write up “Inchargeism hits School Education Department badly” DE Jan 25, 2020.
The author has lucidly explained the issue of regularisation in the department. The issue of regularisation of the employees has badly effected the working in the department. As these incharge cadres have to undergo same process of submission and verification of documents repeatedly, lot of human resource is wasted. The incharge cadres remain engaged in fulfilling the process and a large work force from clerical cadre to the officer level from schools, Zonal Education Offices, Chief Education Offices, Directorates and Administrative Department get involved in the process. Even officers from various offices are deployed for verification process etc. resulting into the suffering of the services at their respective place of postings. The process can be simplified than being twisted if approached with vision without compromising the requisite needs. The Administrative Department can seek the information from Vigilance and GAD about the employees of the department if any involved in the criminal or corrupt activities without compromising secrecy or aborting investigation process. The same can be checked with the already updated lists in the department. Further uploading the lists that have already been verified and updated for objections does not make any sense. The department has every right to withhold the regularisation of any ineligibile cadre till clearance from respective organisations. As rightly said by the author, the whole flock cannot be victimised for presence of one black sheep, the others shall be regularised without any further delay.

The J&K School Education Administrative Department Civil Secretariat Srinagar Kashmir was kind enough to Regularize 816 Officers and Officials in various Cadres/Disciplines through Departmental Promotion Committee headed by the Commissioner/Secretary to Govt. J&K School Education Department including the Regularization orders of 388 Incumdants including Joint Directors, CEO{s} and Lecturers in the discipline of Botany, Chemistry, Economics and EVS last year vide various Government orders Dated October 18, 2019 but the Regularization orders of Lecturers of all disciplines who also deserve the regularization besides the left over Joint Directors, CEO{s}, Principals, Head Masters and Equivalent have not been issued their Regularization orders till date which is sheer discrimination with these employees.
These employees have submitted their service particulars, Integrity/Degree Certificates and other requisite documents to the Administrative Department couple of times through proper channel but even then the Regularization orders stand issued nowhere in their favour on the pretext of non-vigilance clearance which the department is supposed to clear itself. It is pertenent to mention it here that most of these employees have retired, many more likely to retire and even some of them have left to heavenly abode.
Whenever these employees met the concerned authorities with the request to issue the regularization orders they were given the verbal assurances that their orders are in the pipeline but till today the regularization orders stand issued nowhere.
In addition to the above, it is submitted that for the past 8 years no Regularised Lecturer of all the disciplines have been granted the Senior Lecturer promotion/Incentive when no. of these posts are lying vaccant due to retirement and higher promotions etc. Therefore, keeping the above facts and submissions in view, it is requested to the Commissioner/Secretary to Government J&K School Education Administrative Department Civil Secretrait Jammu who happens to be the Head of the Departmental Promotion Committee to be kind enough to kindly direct the down-ladder Officers and Officials to expedite the Regularization process and to issue the formal orders of Regularization of all the Incharge Employees in question. Besides placing the Regularised Lecturers as Senior Lecturers in all the Disciplines at an earliest so that the said employees will get their due and may get encouraged to work with more zeal, zeast, dedication and devotion to yield the best results in the interest of all.
