Hybrid militancy, new trend by Pak destined to fail: DGP

SRINAGAR, July 22: Director General of Police (DGP) Dilbag Singh today said that hybrid militancy is a strategic move by Pakistan to get the crime committed and to shield the criminal but so far the neighbouring country has failed to provide cover to the militants involved in innocent killings.

Speaking to reporters at Anantnag after inaugurating the Women’s Police Station, the DGP said that hybrid militancy is a well-planned strategic move of Pakistan to promote a new sort of militancy where they want crime to be committed and criminal to go scot free.
“In this type of faceless militancy, hybrid militants kill people including innocents and policemen then go underground in a bid to give the impression that they have done nothing. But police have busted and exposed all such underground modules who were involved in innocent killings,” Singh said. He said hybrid militancy is destined to fail as the police network is very strong to counter it.
“Pak agencies and their handlers are using social media in misleading the youth of JK and pushing them into (militancy). J&K Police would continue to take stringent action against those involved,” he said.
The DGP said that the impression about police working on only anti-militancy front is wrong and the fact remains that “social crimes” are also being dealt with.
“Since militancy has affected one and all in Kashmir, it looks like that police was focusing on handling militancy only,” he said.
He stressed for strengthening communication within the security forces at different levels to augment the security grids in their areas. The DGP said that police, security forces and people have to work together to defeat “saboteurs and enemies of peace.” He stressed on the importance of maintaining close synergy between the security forces to meet the security challenges.
He said that setting up of Women’s Police Station was a move to bridge gap between police and women. “We will upgrade the Women Police Stations across Kashmir to provide a breathing space to women. Such stations will also help to deal with crimes against women to larger extent,” the DGP said.
“Crime against women has been taken seriously and to bring down any type of crime against women, the Women Police Stations have been opened where the victims of crime will be conducted with by women officers/officials,” the DGP added.
He said that opening up separate Women Police Stations will provide an opportunity to the women of the respective areas to come forward more freely to report crime as they would be able to express their grievances more comfortably. He said that women police officers would be sensitive enough to understand the grievances of the female victims. He directed for making a separate recreational room inside the Women Police Station for kids.
The DGP also laid the foundation stone of construction works at Commando Training Centre (CTC) Lethpora and Indian Reserve Police (IRP) 23rd Battalion Headquarters.
After laying the foundations at Lethpora, the DGP inspected various under construction works like Parade Ground, administration blocks, hostel, quarter guards, hospital, USQ/LSQ blocks, conference hall, computer labs etc. He sought details as to what was being built and augmented for the trainees, staff and personnel. He directed for adaptation of drawings as per the needs and also suggested amends and changes for making CTC a centre of excellence.
The DGP directed for finishing the construction and all allied work within stipulated times and also providing state of art facilities for training. He also directed for providing best residential facilities to the personnel.
