JAMMU, May 18: With cessation of hostilities between India and Pakistan, a High-Powered Committee of the Government mandated for cadre review of Jammu and Kashmir Police Services (JKPS) is expected to meet soon to take up various issues of stagnation including increase in number of posts at various levels to raise promotional prospectus of the officers.
The Committee comprising representatives from Home Department of Jammu and Kashmir Government, Union Ministry of Home Affairs (MHA), Police Headquarters, Finance and Law Departments of the UT Government, was supposed to submit its recommendations by the end of April.
However, official sources told the Excelsior that in view of April 22 terror attack at Pahalgam followed by tensions between India and Pakistan, the high-level Committee couldn’t hold its sitting. But with cessation of hostilities between the two countries, the Panel is likely to meet to take call on increasing number of posts under cadre review of JKPS to raise promotional avenues of the officers.

“There have been indications that the Committee could raise number of posts in the ranks of IGP equivalent, DIG equivalent, SSPs, SPs and Additional SPs to facilitate promotion chances in most of the ranks with a view to address issue of stagnation among the JKPS officers,” the sources said.
The Committee is understood to have been considering increase in numbers of IGP-equivalent posts from two to six, DIG-equivalent posts from six to 14 and as many as possible in the ranks of SSPs, SPs and Additional SPs.
The stagnation in JKPS is not only confined to the SSP rank but even JKPS batch of 2012 is still working as DySPs even after rendering 13 years of services which means they haven’t been given even a single promotion during the service.
The Panel has been mandated to identify non-cadre posts.
As per the earlier cadre review, the Police Department had identified two posts in the rank of IGP and six in the rank of DIG on which the JKPS officers had to be posted. Of these posts, one in the rank of IGP and four DIG, have been filled up.
One post of the IGP-equivalent couldn’t be filled up as the JKPS officer in seniority had an inquiry pending against him. Once the issue is sorted out, one post in the rank of IGP and two DIG-equivalents will be filled up by the Government as these posts stand approved.
Some of the posts under consideration for JKPS officers in the rank equivalent to IGP include IGP Headquarters Armed Police, IG Litigation, IG Enforcement, IG Internal Vigilance and Audit, IGP Telecom, Director Cyber Security and Director VIP Security.
The posts under consideration at the level of DIG for JKPS officers are DIG Railways Kashmir/Jammu, Secretary Road Safety Council, Additional Director SKPA Udhampur, DIG Women Safety, Public Relations & Protocol, IR Kashmir/Jammu, Security Kashmir/Jammu, Estates, Technical Services, Traffic Headquarters, Police Workshops, Police Housing Corporation, Director SSG, DIG Administration APHQ, Director Police Schools, Director SSF, DIG Enforcement J&K, Joint Director Fire and Emergency Services, DIG Welfare and DIG Trainings PHQ.
Some of these posts exist for State/UT cadre officers in different States and Union Territories.
As per the existing provisions, only IPS officers can be posted on the posts of DIG and above.
Eligibility for posting of JKPS officers against the posts of Directors is 18 years while for the posts of Commissioners; the service requirement is 22 years.
