JAMMU, Feb 25: The Jammu and Kashmir National Panthers Party (JKNPP) has urged upon the Election Commission of India to go for the delimitation of Assembly and Lok Sabha constituencies in the Jammu and Kashmir.
A special delegation session of JKNPP which concluded here today, strongly urged the Election Commission of India to direct the Govt of J&K to hold delimitation of the constituencies which has not been held for the past 25 years in the State. The Constitution of India commands that delimitation of the Parliament as well as Assembly constituencies shall be held after every 10 years. The J&K passed a law to hold delimitation after 2029 which means no census could be conducted in J&K nor Assembly constituencies be delimited till 2030. This is contrary to the Constitution of India and the law. The NPP has been demanding delimitation of Assembly and Parliament constituencies but unfortunately delimitation was not held since 1995. The reserved constituencies in Jammu province only have not been delimited or changed.
It said the Gujjar, Bakerwal & Gaddies were granted ST status in 1996 and this class/category has not been given any reservation in Kashmir Valley or in Jammu province. This is totally against the Constitution and the reservation granted to the Scheduled Tribes. This is unfortunate that Parliamentary constituencies were not delimited during the past when delimitation was held throughout the country except six constituencies in J&K.
The special session urged Election Commission to hold election to the Assembly and the Parliament after delimitation of constituencies along with the Parliament election in India.
The NPP in a resolution declared that the Party candidates who have one Assembly election for two terms from the same constituency shall be nominated in the coming Assembly election. With this process the candidates for Ramnagar, Udhampur, Samba and Chenani were covered under 2 years formula.
Harsh Dev Singh for Ramnagar, Balwant Singh Mankotia for Udhampur, Yash Paul Kundal for Samba. Chenani constituency being reserved at present, therefore, its’ candidate shall be considered shortly.
Several senior NPP leaders as well as District Presidents participated in the discussion and it was unanimous decision that the Panthers Party shall fight for the State Assembly as well as for the Parliamentary constituencies in J&K.
Prof Bhim Singh- chief patron, Harsh Dev Singh-chairman, Balwant Singh Mankotia (State president), Bansi Lal Sharma, Anita Thakur, Yash Paul Kundal and others also spoke on the occasion.
