H&ME approves construction of Multi-Level parking at GDC Jammu

Srinagar, Sept 5: The Health & Medical Education (H&ME) Department has granted administrative approval for the construction of the Multi-Level Car Parking set to be built at Indira Gandhi Government Dental College, Jammu.
The parking, which has long been a pending requirement at the hospital, is going to be constructed at a cost of over Rs. 13 crores, for which the H&ME has issued detailed guidelines on how the funds are to be spent.
“Sanction is hereby granted for the Administrative Approval of the project ‘Establishment of Multi-Level Car Parking at Indira Gandhi Govt. Dental College, Jammu,’ for Rs. 13, 64.00 Crore,” reads an order issued by the H&ME, detailing the approval.
The granting of Administrative Approval, as per the H&ME, is subject to several conditions, including the stipulation that the works should be executed strictly in accordance with the details listed in the administrative approval and item-wise reflections in the original DPR duly vetted by the Development Commissioner Works.
H&ME stated that all codal formalities, as contained in financial rules, must be adhered to in letter and spirit, and the proposals shall be strictly devised and designed in accordance with the latest relevant I.S. codes and specifications of MoRTH/ PWD/ CPWD.
“The same must be authenticated and proof-checked by the competent authority (NIT/DIQC) before commencing execution,” H&ME said.
Officials at Dental College, Jammu, informed Excelsior that they have so far received the administrative approval and that it will take some more time to execute the Multi-Level Car Parking project.
H&ME emphasized that no cost escalation or time overrun will be admissible under any circumstances, while also stressing that NOCs from all Regulatory Authorities must be obtained before commencing work.
“The necessary load-bearing capacity test of the soil shall be undertaken at the site before execution. While designing, adequate provisions in the design need to be incorporated to make the structures resistant to earthquakes, to prevent any loss of property or life.”
