Opening in New Delhi the three-day conference of police top brass from all states, the Home Minister, in his address, has made an appraisal of overall security situation in the country, particularly in Jammu and Kashmir State and the Maoist-Naxalite affected districts in the country. Sushil Kumar Shinde’s expression of satisfaction over the improvement of security situation in Jammu and Kashmir is well-merited. True, there are repeated bids by the terrorists to sneak into our side of the LoC but the alert security forces have foiled most of these attempts. There are isolated cases of terrorism taking place in parts of the State but again security forces swing into action and launch massive search for apprehending the culprits. These do not bring the normal life to a stop, and the instances of disruption of law and order are to be found almost in any state and J&K is not an isolated case. Our police and paramilitary forces have done an excellent job in meeting the challenge of insurgency and our jawans safeguarding the border, too, have rendered distinguished services in foiling attempts of the miscreants. This could be brought about only because of fine understanding and cooperation among various organs of the security forces and the police. We cannot forget that the State police have sacrificed precious lives in defending the State against the depredations of our adversaries. But their task is not yet brought to completion; we have still to go long way in weaning away our youth from moving along a hazardous path.
The Home Minister has put in a word of appreciation for the Omar Abdullah Government for carrying the State forward along the path of development. The number of tourists coming to Kashmir this summer has swelled; Amarnath pilgrimage was conducted smoothly and without any mishap, Panchayat elections have been duly held and the elections to Urban Local Bodies are on the anvil; various constitutional measures have been taken to strengthen transparency and make space for good governance; plans and projects are underway to revolutionize power generation as well as power distribution and transmission system; reforming and upgrading of judicial structure in the State has been facilitated and so forth and so on. This could be done only while simultaneously the state machinery was struggling to restore normalcy that had been severely jolted owing to the rise of militancy in parts of the State. These are all ground realities and the Home Minister is within his right to make positive appraisal of the achievements of the State Government.
The Home Minister, like other senior members of the Centre and the State, has made a sincere appeal to the dissidents and separatists to be more responsive to the appeal of the people that peace and normalcy should be allowed to supervene and the masses of people should be allowed to live a peaceful life. The State and the Union Government both have approved the policy of rehabilitation of dissident youth who were led astray under a spell of indoctrination and brainwashing but have decided to return to the fold. The State does not consider them aliens or enemies. Its policy is of owning them.,,,,,,,,,,
In his address the Home Minister expressed concern of the Government on the new form of hate campaign launched by the adversarial elements that would not want the country to become strong. Their aim is to spread false rumours and canard by instigating and whipping up religious sentiments of the unsuspecting people. Citing recent happenings in Assam and the exodus of North-Eastern community members from some of the southern states for fear of unidentified attacks, the Home Minister said that cyberspace challenge was a new form of challenge and the police organization needed to acquire more skills to meet this challenge effectively. Obviously it means that the Home Ministry is contemplating upgrading and streamlining the use of internet in ensuring that disinformation campaign made by our adversary is neutralized and he is denied the opportunity of using the sites against our interests. This is included in the modernization plans for the police force
