Crime against women has to be curbed at all costs. Working women are vulnerable to assaults and attacks because they have often to travel late from their work places and even alone at times. Recently we had a case of attack and rape of a working woman in New Delhi, when she was returning home late in a taxi. There are many measures that the Government has taken but still there are many more that need to be taken. The Home Minister has launched the Himmat scheme, a mobile application of Delhi Police that will enable women to send distress call to the police control room and to some of their close relatives. However, users of this scheme have first to register themselves with Delhi Police who will give them a code number for use when a situation arises. The Delhi Police hopes that this will help in controlling the crime against working women. Those who want to make use of it can obtain the details from Delhi police headquarters. A distress message received from a victim will be relayed to all police stations in Delhi who can take adequate measures to get hold of the miscreants.
This is a good step taken by the Home Ministry. Obviously, the example needs to be followed by State Governments also at least for crowded cities. However, all said and done, we shall emphasize the fact that it is accountability that can be the most decisive factor in controlling crime against females in the capital city or elsewhere. Crimes happen because the culprits know they can manage to run away scot free and thus will not face accountability. Therefore we suggest that the Delhi police should concentrate more on accountability than on gadgets that will be supplied to it.
But the police have warned that misuse of this facility, if repeated three times, would mean that the user will lose his or her registration. Therefore, the scheme has to be used very judiciously. The Home Minister has lauded the girls who have completed the course of protection of women and will be available for active service needed for serving women. In short, the Government at the Centre needs to take all possible measures for curbing woman molestation and rape.
