Highway as death trap

Sir,
This has a reference to DE news item “Jammu-Srinagar Highway Turns into virtual death trap” DE May 27, 2019. The learned author has very well highlighted the miserable condition of National Highway from Udhampur to Banihal. It is also reported that Inspector General of Traffic Police blames construction company for all the mess on the under construction road. It is pertinent to mention that there is no construction work between Jammu and Udhampur so why there is ugly traffic jam at Jagti, Ban-Toll and Udhampur city on one day or the other? I think mismanagement of traffic is main reason for huge traffic jams at places where there is complete functional four lane road. Blaming each other will not solve the problem. In fact there is no sympathetic heart to feel pain of public or infants sitting in a bus for hours in scorching heat of the sun without a drop of water or an Ambulance to help the victims reach the hospital. The officers have to come on the road and manage things properly in the public interest. When the Governor visits Patnitop, most of these virtual dangerous spots get filled. How the company and the Administration becomes active at the time of VIP visit. The Construction company is not above law. Even Naib Tehsildar and SHO of the area can take action against culprits harming public interest. The Administration should have sympathic heart for helpless public on road only. Both the construction companies are at fault.They dump construction material here and there on the road. The primary responsibility to manage the traffic lies with Traffic Police.
