JAMMU, Oct 21: High Court today directed the Director General, Economics and Statistics to finalize the process of filling up of available vacancies of Junior Statistical Assistants under promotion quota within a period of eight weeks.
The direction has been passed in a petition filed by employees of Economics and Statistics Department seeking their promotion to the higher posts of Junior Statistical Assistant.
According to the petition, Punam Sharma and others came to be appointed as Kep Punching Operators in 2011 in Directorate of Statistics, pursuant to the selection conducted by the J&K Services Selection Board and thereafter became eligible for promotion to the posts of Junior Statistical Assistant in the year 2014, on basis of their eligibility and qualification as laid down in the J&K Economics & Statistical (Subordinate) Service Recruitment Rules, 1989.
However, the process for promotion of petitioners was unduly delayed due to administrative lethargy of Director General, Economics & Statistics, who failed to convene the Departmental Promotion Committee.
It was contended by Advocate D S Chauhan appearing for the petitioners that since the petitioners are entitled to be appointed on promotion to the post of Junior Statistical Assistant from the dates vacancies were available in the quota of promotion, their seniority needs to be fixed accordingly in the cadre of Junior Statistical Assistant while reflecting them senior to the directly recuited Junior Statistical Assistants in terms of Rule 23 of the J& K Civil Services (Classification, Control & Appeal) Rules, 1956.
It was further contended that department has obtained vigilance clearance of the petitioners way back on March 6, 2015 and there was no reason for withholding the promotion of petitioners and number of other persons.
