SRINAGAR, Dec 18: State High Court today expressed serious concern over continuous adhocism in the Roads and Buildings Department and directed Chief Secretary to take corrective steps.
“The Commissioner Secretary PWD was asked a number of times to avoid adhocism in the department as it gives rise to bitterness amongst the ranks at different levels but the repeated directions have gone unheeded till date”, Justice Hasnain Massodi said while dismissing a petition titled Ghulam Jeelani Shah and Others Versus State of J&K and Others.
Justice Massodi again asked Commissioner Secretary PWD to shun attitude of recalcitrance and abduracy, adhere to the Recruitment Rules, finalize seniority at different levels and make promotions in accordance with rules.
“It will be appropriate for the Chief Secretary to obtain a list of adhoc/stop-gap arrangements and promotions made in the department at different levels during 2013-14 and see for himself whether the adhocism in the department is promoted, made a practice than then exception and rules violated with impunity”, Justice Masoodi said.
In the petition, Ghulam Jeelani Shah and others had challenged promotion of two Incharge Executive Engineers as Incharge Superintending Engineers but the same was dismissed on the ground that order impugned has lost its validity by efflux of time.
