Srinagar, Oct 7: High Court today stayed the result of preliminary test conducted by Public Service Commission in J&K Civil Services (Judicial) Competitive Mains Examination.
Justice Tashi Rabstan, in a petition filed by 13 candidates, after hearing the petitioners counsel and Senior Advocate Zaffar Shah directed the Commission not to proceed on result of the preliminary test till objections are filed by it.
Court after issuing notice to Commission directed: “In the meantime, subject to objections and till next date of hearing before the Bench, respondent Commission shall not proceed further on Result of Preliminary Objective Type Test”.
Petitioners alleged that PSC has set a question paper which is full of doubts, flaws and blemishes resulting in to seriously affected the rights of the petitioners in effective participation in the exams.
They (petitioners) said that official key published for preparation of the result of the examination has an effect of converting ‘merit into demerit’ and according to them various representation have been made against these discrepancies in question booklet and official keys.
“The Commission vide notification no. PSC/EX-15/45 dated 30.11.2015 revised official key for Preliminary Objective Type Test in which 11 question have been deleted and official key of 5 questions changed and the exercise was taken on the recommendation of team of experts constituted by the Commission”, the petition reads.
Counsel representing the case stated before the court that apart from deleted questions, there were other questions in question booklet those suffer defects and liable to be deleted but those question were not deleted with the sole aim to save the examination from the operation of Rule provided in Proviso to Rule 12A-C of the Rules of 2005.
