Srinagar, Mar 14: High Court today directed the District Social Welfare Officers across the State to appear before the court after observing that the authorities have not understood the purpose of the schemes launched by the Government for the upliftment of poor girls.
The Division Bench of Justice MH Attar and Justice B S Walia after going through the compliance report of some of the District Social Welfare Officers (DSWO) said, ‘it appears that these DSWOs have not understood the true spirit and purpose of State Marriage Assistance Scheme (SMAS) and HUNNAR scheme as such all DSWOs are directed to appear before the court.”
“In order to ensure that these schemes are implemented in letter and spirit on the ground it is deemed appropriate to direct all the DSWOs across the State to appear before the Court on next date”, reads the order of DB, adding with “the authorities on that date must also get record about the identified poor girls in their district with them”.
The court in its previous order had directed the Social Welfare Department to provide the list of identified poor and destitute girls to District Social Welfare Officers of all districts of the State so as to inform these girls about the Marriage Assistance Scheme launched by the Government.
After obtaining the list of poor girls all the DSWOs were supposed to file compliance report indicating as to how many identified girls and women have been informed about the ‘State Marriage Assistance Scheme for Poor girls’ and how many have been extended benefit under this scheme till filing of the compliance report. The court said that the purpose of these schemes have not been understood by the DSWOs.
