HC refuses to quash FIR against Enggs

JAMMU, Aug 5: High Court today refused to quash FIR registered against engineers by the State Vigilance Organization under Prevention of Corruption Act.
According to the FIR, a joint surprise check was conducted on the basis of allegations of misappropriation of funds committed by officers/officials of PHE Sub-Division Bhalwal during the period between 2004 and 2007 with respect to execution of water supply schemes in Sumbliwal, Guraha Pattan, Amb, Dumi, migrant camp Purkhoo and Bajari Gorda villages under Accelerated Rural Water Supply Programme.
During the joint surprise check, it came to the fore that bills were drawn against non-existent works, by preparing and drawing fraudulent bills of labour component and incurring expenditure in violation of approved action plan.
On the basis of joint surprise check, the then Executive Engineers V K Abrol, U S Dour, R C Gupta, AEEs Surinder Singh, Sanjay Nargotra, Head Draftsmen R K Sharma and N K Kohli and JEs T K Sharma and D B Singh were booked under Prevention of Corruption Act.
After hearing both the sides, Justice Sanjay Gupta observed, “investigation in the case is yet to completed as such the petition is dismissed”.
