SRINAGAR, Nov 23: In a contempt petition, High Court today issued warrants against Commissioner Secretary Education Department Shaleen Kabra for defying the court orders and directed the Inspector General of Police to execute the warrants.
One Shabir Ahmad Wani submitted before the court that he has been subjected to great hardships by the authorities by not implementing the judgment which was passed about 3 years back regarding the issue of ReT appointment.
Court while going through the previous order passed in the contempt petition said the implementation of the judgment is avoided by the authorities on one pretext or the other. “Therefore bailable warrants in the sum of Rs 20, 000 be issued for securing presence of the Commissioner/Secretary to Government Education Depar-tment executable through IGP Kashmir”, Justice Mohammad Yaqoob Mir directed.
Court while issuing the warrant said on last date of hearing, word of caution was issued that in case there will be any further delay in implementing the judgment personal appearance of Commissioner/Secretary shall be indispensable.
Today neither compliance of judgment has been filed nor was the official present before the court which prompted Justice Yaqoob Mir to issue warrants against the official for taking the court order for granted.
State counsel, earlier, submitted before the court that whatever was required to be done by the other authorities like Director School Education, concerned Chief Education Officer and Zonal Education Officer has done in this regard.
Court with this submission added “it would mean that Commissioner/Secretary Educ-ation is an impediment in implementing the judgment perhaps on some grounds which are totally unacceptable.”
