HC directs YS&S to augment sports

Srinagar, Apr 10: The State High Court today directed the Youth Services and Sports to convene a meeting with all stake holders and draft out a plan for training of coaches for augmentation of sports in the State.
Hearing a PIL on intensification and expansion of sports facilities and infrastructure in the State, the division bench of Chief Justice Gita Mittal and Justice Tashi Rabstan directed the Secretary Youth Services and Sports to call a meeting taking all the stakeholders on board and draft out a plan for consultation of coaches in order to facilitate the sports facilities in the State.
Court also directed to consult the Finance Department and examine the all aspects including infrastructure and expenditure as also for the process of selection of coaches so that the proper training be provided to those who are taking part in various sports.
In this connection the Government is under direction to prioritize the filling up of 3000 posts of Rehbar-e-Khel sanctioned for various districts of the State and remove all deficiencies as pointed out in the response.
Government has already created 3000 posts of Rehbar-e-Khel vide Government Order dated 27.10.2017 and sanction stands accorded for engagements in District Budgam, Baramulla and Ganderbal. The engagement orders as stated is under process with regard to District Samba, Doda, Kupwara, Kulgam and Kargil.
“The recruitment process to the position of Rehbar-e-Khel in all districts shall be completed within a period of two months, if not already completed before the next date of hearing. The respondents shall place a district wise status report before us regarding the appointments of Rehbar-e-Khel shall be considered by this Court”, court has already directed.
Court directed the authorities to examine the norms made on national level as also in vogue in other States of the country and place the action plan on all issues by next date. It has also been directed that during the meeting an annual proposed calendar for sports events in the State shall also be pressed into.
For removing the lack of facilities and poor infrastructure in the sports sector, Court asked all the concerned parties to have a joint meeting in order to eradicate such problems so that the infrastructure be up-graded. For this, court sought the time line from the authorities so that these insufficiencies are removed.
