HC directs Govt to take strict action in ETT mess

SRINAGAR, Oct 25: Expressing anguish with the working of Board of School Education (BOSE) and owners of Elementary Teachers Training, the Jammu and Kashmir High Court today directed the Government to deal with the defaulters by taking strict action against them.
The Court also directed that 160 ETT colleges that have not applied for renewal of No Objection Certificate (NOC) will not be permitted for current session of 2013-15.
A Division Bench of the High Court comprising Chief Justice M M Kumar and Justice Ali Mohammad Magray said the casual attitude and neglect continues to operate in running the ETT colleges in the State despite various judgments passed by this court in both Jammu and Srinagar wings.
“We express our anguish with regard to the working of the officials of the BOSE and those who are running the institutions. It may turn out to be a nightmare and mirage for the young and impressible students after seeking admissions in these colleges,” the court said.
After examining the inquiry report submitted by Crime Branch of the Police, the bench said seven institutions have enrolled 1,112 candidates for imparting training, but there were material discrepancies found with regard to the signatures of the candidates on the application and examination forms after BOSE conducted the exams.
The court said the inquiry has revealed interesting facts in respect of session 2007-09. The court said as many as 37 institutions with 5,032 candidates in the Kashmir Valley were permitted to take the ETT course, but the BOSE could not make available admission forms for the candidates. Therefore, it could not be verified whether or not the candidates have actually applied for the said course, the bench added.
The court pulled up the board for showing complete failure in following the rules and regulations by according registration to the candidates of some institutions which made admissions beyond their capacity and conducted exams of the students who came from institutions with no NOC.
Advocate General for the Government M I Qadri stated before the court that those who are found wanted in performance of their duties would be subjected to disciplinary as well as criminal action as per law.
The bench also directed that 160 ETT colleges who have not even applied for renewal of NOC could not be considered for renewal and they would not be permitted to run the academic session 2013-15, after BOSE secretary filed the status report mentioning that of 211 ETT colleges only 51 had applied for renewal of NOC for the current academic session, adding, that inspection teams have been formed which will recommend action against each such ETT college.
“The report has brought the ugly face of these institutions when it says 160 institutions could not be permitted to run in the current academic session. It shows how a large number of institutions have been permitted to operate,” the court observed.
