HC directs Govt to take final call on FS Deptt appointments

Srinagar, Mar 27: High Court today directed the Government to take final call with regard to referring of hundreds of posts for Drug and Food Safety Department for concurrence so that the department would run smoothly.
Amicus to the PIL Senior Advocate B A Bashir pointed out before the Court that since passing of order in September last year, authorities have not moved a step forward with regard to advertising and thereafter filling up various posts which are lying vacant and those posts which have been created.
The Division Bench of Justice D S Thakur and Justice Tashi Rabstan after these submissions made by the amicus expressed its displeasure over the lackadiaskal approach of the Government on the issue and directed the Finance Department to take final call on the proposal submitted by the H&ME Department with regard to creation and filling up of various posts for the Drug and Food Safety Department in the State within three weeks in view of urgency of the matter.
Principal Secretary to Government H&ME Department who was present in the Court as directed, submitted before the court that further strengthening the Department of Food Safety a new proposal of 306 posts of various designations has been sent to Finance Department for concurrence and the proposal was returned back for some clarification and thereafter has been sent back of department and the same is still pending with Finance Department.
When asked to Secretary SSB who was present in the court, as to how many posts have been referred to board by the H&ME Department he replied in negative while as the Principal Secretary denied the fact and submitted that the department has referred some posts which are lying vacant to SSRB for selection.
Court rapped the authorities over communication gap and misunderstanding and directed the Principal Secretary H&ME to file an affidavit indicating therein as to how many posts which are otherwise available in the department and are required to be filled and how many posts are vacant.
Secretary of SSB is also under direction to file an affidavit as to how many posts have been received from the H&ME Department for process of selection and if such posts are referred then he has been directed to ensure that such posts are processes for selection.
