HC directs for assessment of threat perception to BJP worker

Srinagar, Jan 18: High Court directed the security agencies to assess the threat perception to a political worker and Corporator of Srinagar Municipal Corporation and provide security to him in accordance with the security review committee report.
Justice Sanjay Dhar while hearing the plea filed by one Nazir Ahmad Gilkar who besides being Corporator of the SMC from Habba Kadal segment, is also a political worker of Bhartiya Janta Party (BJP), directed the security agencies to make a fresh assessment of threat perception to his life and consider his claim as projected in the writ petition.
Gilkar in his plea has averred that his life is under threat form anti-national elements and as per the advisory issued by the District Police Headquarter, Srinagar.
He added that some adverse inputs have been received against him and he has been advised to take due precautions of his personal security. He has also highlighted before the Court that a number of incidents and circumstances as regards to his life is under threat perception and complains that he is not being provided with adequate security.
Justice Dhar while hearing is plea said that the security of an individual including a political worker is concerned, the same is to be enhanced or downgraded having regard to the threat perception.
For assessing the threat perception, Court said, the security agencies of the Government conduct a periodic review and take appropriate steps in accordance with the recommendations of the security review committee.
Justice Dhar said, the court in exercise of writ jurisdiction cannot direct the Government of J&K UT to provide a particular level of security to an individual. “The level of security to be provided to a political worker is the sole domain of the security agencies”, reads the judgment.
