Srinagar, May 13: High Court has directed the committee constituted for revisiting the issue of felling of female Russian poplar trees, to place its report with regard to impact of pollen from poplar trees before the court.
The Division Bench of Chief Justice Gita Mittal and Justice Rajnesh Oswal after perusal of the report filed by Additional Secretary H&ME Department informing about the constitution of the committee headed by Chief Secretary, directed that the committee report be brought on record at the earliest with regard to impact of pollen coming out from poplar trees.
Court on previous hearing had felt it necessary to deal with the issue of felling of female poplar trees and observed it needs to be revisited before these trees are felled and directed the Chief Secretary of J&K UT to constitute a committee within four days headed by Principal Chief Conservator of Forests and other experts on trees, medicine, respiratory diseases and other subjects relevant to this issue.
Till such time court had prohibited the authorities to cut or fell these female trees. Court had also kept in abeyance any direction passed to cut these trees.
“A report dated April 24 has been filed by Additional Secretary H&ME informing us about the constitution of the committee. “Let the decision be taken in terms of our order previous order and placed before us before the next date of hearing”, DB said.
It is after the report of the committee the Secretaries of Health and Forest Departments are under direction to take a considered view on the report of the Committee and place the same before the Chief Secretary for consideration at the earliest.
On the issue of e-connectivity of courts, court has been informed that the work on completion of lease lines stand completed in 29 locations and the same has been jointly inspected with the representatives of the court staff.
Registrar (IT) has been directed to verify this position and file response with regard to the status of these sites which are claimed to have been completed.
With regard to the limitations on the messaging quota of High Court in J&K UT as is imposed by NIC, Court has been informed by Registrar (IT) that difficulty was expressed by NIC to enhance quota without payment.
However, on request of the court, the facility of additional users has been permitted by e-Committee of the Supreme Court of India as a result, the High Court has been able to release additional messaging. It has been submitted, that in case of any difficulty appropriate request would be made.
