Srinagar, Apr 16: Jammu and Kashmir High Court today directed the Health and Medical Education Department, and the Public Service Commission to take all necessary steps to ensure finalization of process for ending the adhocism in the department and make the regularization process of various posts as early as possible.
A Division Bench of Justices Mohammad Yaqooq Mir and Hasnain Masoodi pulled up the Health Department after going through their report and observed there has been delay in referring the case with full details to the PSC, as a result thereof, process has been protracted to the disadvantage of all concerned.
The bench cautioned the Health Department for future slackness and said such kind of slackness would be at the cost of erring officials.
The PSC in its compliance of the earlier court order filed a detailed status report in which it made clear as to why there has been delay in finalizing the process of regularization of Deputy Medical Superintendents , Confirmation of Consultants to the post of Senior Consultants etc., as there has been slackness on part of Health Department.
The court asked advocate S R Hussain, representing the appellant Dr. Mohammad Ashraf Bhat, to file response against the reports of both the Health Department and PSC if he chooses so by or before the next date.
The Court also directed H&ME Department to file latest status report regarding finalization of the process of regularization of various posts including the post of Directors, Deputy Directors in the department by or before next date.
The bench deferred the consideration on application moved by the Commissioner/Secretary to Government H&ME Department for seeking exemption from personal appearance till filing of latest status report by the Health Department.
