GHAGWAL, Oct 20: J&K Handicapped Welfare Forum (HWF) has submitted its memorandum of demands through Sub-Divisional Magristrate, Ghagwal for onward submitting to Chief Minister Omar Abdullah for early redressal of long pending demands of handicapped persons.
The demands putforth regarding enhancement of monthly pension from Rs 400 to Rs 2000 per month, reservation according to population which explains presently the reservation is given to the handicapped persons at the rate of 3% as per the Disability Act 1998. In Jammu and Kashmir State, there is more than 10% of population of disabled persons. So the forum demanded to raise percentage of reservation from 3% to 10%.
The memorandum highlighted the reservation in promotion in all category of Government jobs, grant of political reservation, filling up of backlog posts, establishment of State Commission, special safeguard for the handicapped employees regarding transfers and postings, special benefits to the disabled Government employees, reservation of Seats in State Carriage (Government/Private) buses, special allowance for child care for women with disabilities, education allowance for disabled children of Government employees.
The forum said that World Disabled Day should be declared as holiday for all disabled persons who are in Government services.
The other demands of handicapped highlighted included reservation in professional colleges for handicapped persons, provision of scooter in place of tricycle to disabled person, separate counters to be opened for person with disability in every Government/semi-Government offices, 50% concession in electric & water charges, office accommodation be provided in each Tehsil/District, allotment of plots/shops on concessional rates, loans be given at low interest rates and 50% subsidy to handicapped persons, free medical aid/treatment in Government hospitals and private Nursing Homes.
