Guv must immediately grant request of Raj cabinet to call Assy session, Hope Prez can intervene : Chidambaram 

NEW DELHI:Slamming the delay by Rajasthan Governor in calling a session of the Rajasthan Assembly to enable the Congress government to prove their majority in the house,senior Congress leader and former Union Minister P chidambaram on Monday said the  Governor must immediately grant request of Council of Ministers and summon a session of Legislative Assembly.”

Addressing a press conference,  through video conferencing,  Chidambaram expressed the hope that  President Ram Nath Kovind will intervene and  instruct Rajasthan Guv to convene assembly session.

”It is a settled law that the Governor shall act on the aid and advice of the Cabinet. He has no discretion – let me repeat, no discretion at all – in the matter of summoning assembly. The questions that he had raised to stall the request were irrelevant and beyond his authority.His current stand that the law gives him a ‘discretion’ to summon the Assembly or not is a complete distortion of the law declared by the Courts.

Placing obstacles in calling assembly session will undermine fundamental basis of Parliamentary Democracy. If a Chief Minister  accused of not enjoying majority wants to prove his majority, he is entitled to call a session at the earliest. No one can stand in his way . We sincerely hope Rajasthan Governor will obey the law. He must remember that he has no other masters except the Constitution and law. He must immediately grant request of Council of Ministers and summon a session of Legislative Assembly.”

Chidambaram expressed the hope that  President Ram Nath Kovind will intervene and  instruct Rajasthan Guv to convene assembly session.

”Placing any obstacle in calling  the session would undermine the fundamental basis of a parliamentary democracy. I hope the President can intervene, instruct Rajasthan Governor to convene assembly session,”Chidambaram said.   (AGENCIES)
