Govt’s statements about KPs contradictory: Raina

JAMMU, Nov 5: BJP spokesperson and former MLC, Girdhari Lal Raina today said that the persistent contradictory statements from UT administration with regard to issues related to the displaced community from Kashmir are disappointing and a matter of deep concern. Latest in the series is the conflicting reports about the transit accommodation being constructed in Kashmir Valley for the employees recruited under PM’s Package. General Administrative Department (GAD) order of the Department of Disaster Management and Relief & Rehabilitation (DMRR) Department issued on November 4, 2020 according sanction to construction of transit accommodations is completely negating assertion of LG Manoj Sinha.
He said GAD sanction order speaks about administrative approval to the construction at six locations at an estimated cost of Rs 201.60 crore. Total units to be constructed as per this order are 1648, he added.
He said LG is on record having asserted that transit accommodation for 6000 employees will be constructed in 18 months. Just a day earlier on November 3,2020, in an interview to leading media outlets. He said “of 6000 houses, 5000 will be constructed within next one and half year,” and the remaining 1000 houses will also be constructed at the earliest”, Raina added.
He said but GAD sanction order is for 1648 units only. Then there is this rider of fulfilment of all Codal formalities and procedural norms which the administration is unable/unwilling/ uninterested in complying ever since this much hyped over publicised and unnecessarily delayed package was announced in 2008. Deliberate sabotage from within cannot be ruled out, he added. Experience forces the community to be apprehensive yet again. It is crystal clear that these Codal formalities and procedural norms will not be fulfilled and even 1648 units will not be constructed in 18 months.
He said Manoj Sinha needs to find the reasons for continuous derailing of construction of transit accommodation in Kashmir valley for employees. Identification of locations, transfer of land to concerned Department and delay in transferring of land on flimsy grounds by Government Department also needs to be looked into. This callous attitude of administration is affecting the community negatively. “LG is to look into the issue as a priority and constitute a Committee to monitor implementation of much delayed package”, he added.
